With the continuous deepening of the reform of the vocational education system,secondary vocational education "for everyone" has achieved unprecedented vigorous development.However,looking at the enrollment of secondary vocational schools nationwide in recent years,the situation is not optimistic.Most secondary vocational schools have been unable to recruit students,especially with fewer and fewer high-quality students.The double decline in the number and quality of students has seriously affected the survival and development of secondary vocational schools.Therefore,to explore the reasons for the difficulty in enrolling students in secondary vocational schools and to seek solutions to this difficult "import" link have become the top priority for local governments and vocational schools.This article takes Wenzhou City in Zhejiang Province as an example.By analyzing the current problems in Wenzhou City's enrollment in secondary vocational schools,focusing on policy implementation,it analyzes the existing policy implementation plan and deviates from the top-level design,and there are deviations in the process of government promotion of policy content.In the process of policy implementation,inter-departmental coordination is not smooth,the resources required for policy implementation are insufficient,policy implementation lacks effective supervision,policy implementation effects and policy goal deviations are combined with relevant literature and the actual situation of Wenzhou.The three aspects of the policy execution environment and the policy implementation subject 's own deficiencies explain the causes of the problems.In order to improve the current problems in the implementation of the enrollment policy for secondary vocational schools in Wenzhou City,this article puts forward some suggestions from the perspective of public management.The first is to strengthen the government 's macro management of vocational education,and the scientific grasp is roughly the same,including the government 's macro-control,reasonable planning of the general job ratio,enrichment of enrollment channels,broadening of student sources,optimization and integration of the layout and professional settings of vocational schools,and improvement of the management system To standardize the recruitment market for secondary vocational schools,broaden the employment and promotion channels for secondary occupations,promote imports with "exports",increase overall investment,and improve funding policies.The second is to create a good vocational education environment and enhance social recognition.The specific approach is to increase public opinion,change traditional ideas,penetrate vocational education at the primary and secondary schools,improve the vocational qualification certificate system and strictly implement the employment access system.Finally,starting from the promotion of the vocational school's own connotation,it proposes standardized management,quality establishment of schools,strengthen school-enterprise cooperation,implement the combination of industry and education,strengthen the construction of teachers,focus on practical teaching and do a good job in enrollment.The author hopes that these suggestions will not only help Wenzhou solve the current dilemma of enrollment in vocational schools,but also provide some help for the long-term development of secondary vocational education in Wenzhou.
