Research On Construction Of Clean Government System In Colleges And Universities In China

The clean government system in colleges and universities is a clean government strategy with a complete set of anti-corruption system design and system arrangement,emphasizing the prevention of corruption from the root cause,the construction of clean government system in colleges and universities is an important part of the construction of national education governance system,the construction of clean government system in colleges and universities is imperative.This study from the concept of integrity system in colleges and universities elaborates the definition and theoretical basis,clear the definition of integrity system in colleges and universities,this paper expounds the including governance theory and organization theory of the construction of integrity system of theoretical assumptions,analyses the necessity of the construction of integrity system,and it reviews the historical process of Chinese colleges and universities to build a clean government,since the reform and opening to the the Fourth Plenary Session of the 19 th Central Committee of the CPC of the construction of integrity system of colleges and universities is divided into four stages,and the four stages of historic building are summarized,and the construction of integrity system at institutions of higher learning in our country were related in this paper,the existing achievements.This study use case analysis method,through the analysis of the typical cases of universities in recent years,from the discipline inspection and supervision team,key field constraints,system supervision and early warning,clean government culture and other aspects to elaborate the current construction of clean government system in universities and colleges.Based on the above analysis,combined with outside institutions of higher learning experience summary and analysis of the integrity system puts forward some countermeasures to the implementation of the integrity system of colleges and universities in our country,first of all,improve the management ability and the management system modernization,adhere to the development road with Chinese characteristics,the path of the university of the construction of laws and regulations,pay attention to key areas of institutional constraints,build system of key positions and rotational,set up in colleges and universities to build a clean government full cycle management consciousness,strengthen the source control,process monitoring,the results analysis,the function of the system evaluation,realize the whole process control system;Secondly,we should improve the construction of disciplinary inspection andsupervision system in colleges and universities in the new era,clarify the scope of management,and strengthen the construction of teams and organizations.Thirdly,we should improve the construction of the prevention and control system of clean government in universities and highlight the function of prevention and warning.Finally,we should construct the system of clean government culture in colleges and universities,strengthen the education of ideals and beliefs,innovate the publicity means of clean government,improve the guarantee mechanism of clean government culture in colleges and universities,and strengthen the establishment of internal and external linkage mechanism of clean government culture.
