With the acceleration of urbanization,the participation consciousness and ability of the residents in the current society have greatly improved,but the situation of insufficient participation still exists.At present,the participation of residents in the community is fragmented,the autonomy of residents is not high,and the lack of participation consciousness is an important reason for the lack of participation,which requires the joint efforts of the government,society and individuals to change the present situation.The participation of the population is a problem that must be addressed in the process of social governance.Although there is a large number of participants in some communities,it does not represent a high degree of autonomy for the participation of the population,as there is still forced participation under external pressure.Community residents are the backbone of promoting community development and community governance.How to transform people ideologically,activate people's sense of autonomy and action,break down the dilemma of autonomy,enable individuals to shoulder civic responsibility and contribute to community development and construction is a problem that must be solved in the process of current social governance.Through the investigation and analysis of the N community garbage classification in Shanghai,this paper studies whether the status quo and difficulties of N community residents' autonomy can be cultivated after social work intervention,which is an important aspect of this study.Based on the theory of empowerment and empowerment,this paper takes the classification of municipal N community garbage as the starting point,deeply understands the status quo and predicament of community residents' autonomy,analyzes the cultivation mechanism of community residents' autonomy through social workers' intervention,and aims to enable residents to participate in community governance and construction independently,give full play to their subjective role,and make residents a community with civic responsibility and public spirit,and contribute to the construction of harmonious community.The core content of this study consists of four parts:The first part mainly takes garbage classification in N community as an example to analyze the status quo of residents' autonomy,so as to further understand the basic situation of residents' autonomous participation in N community and the basic conditions of autonomous participation.The author summarized four types of residents' participation in garbage classification through the previous research,namely "passive participation","emotional" participation,"incentive" participation and "unbalanced" participation,and made a detailed analysis of each type of participation.The paper also analyzes the garbage classification strategy of the community based on the government to reflect the influence of the garbage classification on the residents' independent participation.In the second part,according to the definition of autonomy and the actual situation of garbage classification,the paper analyzes the dilemma of residents' autonomy from the aspects of identity subjectivity,discourse autonomy,self-determination and action autonomy,and further explores the manifestation and causes of the dilemma of residents' autonomy.In the third part,through the detailed description and analysis of the governance practice of garbage classification in N community,this paper analyzes the intervention process of community workers,discusses how to break the dilemma of residents' autonomy,and how to cultivate and generate residents' autonomy.In the fourth part,some optimization Suggestions are put forward for social workers to intervene in the practical process of cultivating residents' autonomy,so as to promote the sustainability and normalization of residents' autonomy and enable residents to play a major role in community governance.The innovation of this study lies in the detailed classification of the dilemma of residents' autonomy with the support of the theory of empowerment and energy increase,the discussion on the cultivation path of residents' autonomy in combinationwith specific practice,and the corresponding optimization Suggestions for the sustainable and normal development of residents' autonomy,so as to improve the effectiveness of community governance.This paper is innovative in the research direction.However,due to the author's limited ability,the analysis of social work's involvement in residents' autonomous practice is not comprehensive enough.
