In September 2014,Premier Li Keqiang proposed the new development strategy of "mass entrepreneurship and innovation" for the first time at the opening ceremony of the summer Davos forum,setting off a wave of entrepreneurship and innovation across the country,and successively issued a series of preferential policies from the central government to local governments to support innovation.At present,to better promote mass entrepreneurship and innovation,the key is to create a suitable environment for innovation and entrepreneurship and attract talents for innovation and entrepreneurship.Tianfu new area is an important component of Sichuan pilot Free Trade Zone,a new growth pole of Chengdu's urban spatial layout,and a "highland" for innovation and entrepreneurship.The infrastructure construction and industrial development of Tianfu new area have attracted a large number of "mass entrepreneurship and innovation" talents.How to serve talents more accurately and then retain "mass entrepreneurship and innovation" talents,so that "mass entrepreneurship and innovation" talents can play a greater role in realizing their self-worth,is an urgent need for in-depth research and effective response.Based on the above background,this study focuses on the development needs of innovative and entrepreneurial talents in Tianfu new area from the perspective of talent service.According to the theory of public management and human resource management,the paper analyzes the problems in the structure of innovation and entrepreneurship talents and the matching degree of industry,the strength of talent cultivation and development support,talent evaluation and incentive mechanism,and the working and living conditions of innovation and entrepreneurship talents.In the process of literature review,field research and data analysis,we have gradually completed the analysis of the causes of the above problems,including insufficient policy coverage and accuracy,serious homogenization phenomenon,insufficient element guarantee,etc.in the aspect of policy implementation,including low efficiency of implementation,slow marketization process,single price mode,etc.Learn from the talent service and development cases of Zhongguancun in Beijing,Zhangjiang High Tech Park in Shanghai,Nanshan District in Shenzhen,Singapore and Silicon Valley in the United States.Summarize the experience and Enlightenment of innovation and Entrepreneurship Talent Policy,talent-training mode and environment,and life service guarantee.Suggestions put forward to strengthen the concept of introducing innovative and entrepreneurial talents,improve the ability of talent cultivation,create talent-supporting industries,and optimize the living environment of talents.Provide reference and reference for the practice of precise service of innovative and entrepreneurial talents in Tianfu New Area.
