In the new era of economic development,talents are undoubtedly the key elements of urban development,and innovation is the fundamental driving force of economic development.In recent years,each city has accelerated the pace of higher education construction and talent introduction.In this case,how to judge whether the competition of urban administrative power for human resources has a significant impact on economic growth can not only help to conduct a more detailed analysis of the characteristics of human capital,but also make Suggestions for the decision-making of contemporary urban development.This paper theoretically analyzes the mutual promotion and interaction between urban economic development and human capital level.According to the analysis,the level of human capital is largely affected by the individual effect of a city,and the industrial structure or characteristics of a city will also affect the distribution level of its own human capital.The average level of human capital is inconsistent under the dynamic equilibrium of different types of cities.Thus,in an endogenous model,a region with an advantage in human capital tends to maintain its advantage in human capital.An appropriate city decision can internalize the level of human capital so as to realize the mutual promotion between urban development and the improvement of human capital level.By sorting out historical events and reading existing studies,this paper concludes that the level of human capital in a region can be divided into the original level of human capital and the impact of exogenous shocks--with the help of two factors,namely,the distribution of jinshi's place in Qing dynasty and the net immigration of departments to adjust departments.Based on the relevant data of 55 prefecture-level cities in the southeast coast of China from 2006 to 2016,this paper constructs a panel data model,and conducts an empirical test on the influencing factors of urban economic growth on the basis of a linear model of Cobb-Dauglas function.Because the mixed panel OLS failed to deal with the individual effects that could not be observed,and the fixed effect model could not estimate the parameters of the constants that we wanted to measure,this paper used the Hausman-Taylor estimation method to estimate the parameters.The empirical results show that the distribution of native human capital under the influence of urban characteristics has a significant positive effect on the long-term economic growth,while the exogenous impact under the intervention of administrative forces represented by the adjustment of colleges and departments in the 1950 s cannot have an effect on the contemporary economic growth at a significant level.It can be concluded that compared with the impact of exogenous shocks,the human capital level brought by the city's own characteristics has a more significant effect on the contemporary economic development.
