The concept of inclusive education was formally put forward in the "Salamanca Declaration" reached by the World Conference on Special Education in 1994,and has gradually developed into an international education trend.Inclusive education can be understood as the deepest level of tolerance,meaning that there is no difference between individuals,all people are equal,and everyone has the right to have the same opportunity to learn and develop.Countries all over the world have begun to actively explore the theory and practice of inclusive education,and inclusive education has become an important topic in world education research.Since the OECD countries began to implement the International Evaluation Project(PISA)in 2000,Finland has been one of the top countries in international education achievements.Good evaluation results and high-quality teaching have made Finland a model country in the world's education field.Finland has also actively promoted inclusive education and has achieved fruitful experience and results.This article adopts the literature research method,comparative research method and case research method to clearly show the history,basic concepts and implementation of inclusive education in Finland,and analyzes how to support student learning and promote inclusive education in the process of inclusive education in Finland.The factors of education and the comparison with the development of inclusive education in our country provide a useful reference experience for the development of inclusive education in our country.In addition to the introduction,the thesis is divided into four parts.The first part of the historical evolution of inclusive education in Finland analyzes the background of inclusive education in Finland,and summarizes the development process of inclusive education in Finland,in order to have an overall understanding of inclusive education in Finland.The second part analyzes the specific measures implemented in Finnish inclusive education,including education policy,financial investment,construction of inclusive schools,curriculum and teaching development,and inclusive teacher training.These measures ensure the steady progress of inclusive education in Finland.The third part analyzes the practice cases of inclusive education in Finnish schools,and analyzes the process and practical effects ofinclusive education in Finnish schools.The fourth part analyzes the development experience of inclusive education in Finland and the status quo of inclusive education in my country,and summarizes the experience that Finnish inclusive education practice can learn from the implementation of inclusive education in my country.
