With the goal of maintaining a moderate birth policy and promoting healthy aging,China implemented a comprehensive two-child policy at the end of 2015.Child care services for infants and young children aged 0-3 related to the second child policy have attracted more and more attention.Under the comprehensive two-child policy,child care services for children aged 0-3 are not only a public service issue,but also a population development issue.Infant and child care services are an important part of the public service system for preschool education.However,the concept of public child care is still vague at this stage.Current research on public daycare focuses on the nature of institutions,number of institutions,and related policies,and there are few studies on the matching between supply and demand of public daycare.Most of the empirical research only focuses on the level of supply of public nursery institutions.There is a lack of empirical research on the comprehensive accessibility of non-profit public nursery institutions.This paper builds an evaluation system of public childcare accessibility,comprehensively evaluates Shanghai's non-profit public childcare services,draws an overall level and finds problems in various accessibility dimensions at this stage,and proposes corresponding optimization measures.This article is divided into six parts: The first part is an introduction,which mainly discusses the research background and significance of this article.The second part elaborates the related concepts and theoretical basis of the accessibility of public childcare services,mainly introduces the service accessibility evaluation theory,the public service equalization theory and so on.The third part introduces the construction process of public childcare accessibility index system.This section is based on the value orientation constructed by the accessibility indicators,five levels of access to childcare human resources accessibility,service and facility accessibility,economic accessibility,geographic accessibility and institutional safeguards are determined Indicators,and on this basis,it is subdivided into 15 sub-indicators.After setting up the index system,use the analytic hierarchy process to determine the index weight of the public childcare service accessibility.The fourth part mainly discusses the relevant policies and current status of the accessibility of public childcare in Shanghai.This article finds that the surveyed subjects have greater demand for non-profit public daycare institutions,there is a certain gap between the policy and the actual situation,the gap between the "platform" and the outside is large,and the cost of childcare exceeds expectations.The fifth part uses the fuzzy comprehensive evaluation model to quantitatively evaluate the questionnaire data recovered,and finds that the accessibility of non-profit public childcare services in Shanghai is generally low,only "average" level.Combined with the interview records of parents of infants and children aged 0-3 years,the characteristics of the accessibility of non-profit public childcare services are summarized,and then the problems of the accessibility of nonprofit public childcare services are summarized: non-profit public childcare The total number of institutions is small,the proportion is small,the public service is not equalized,and the future core demand group has low accessibility.The sixth part,through an empirical analysis of the accessibility of public childcare services in Shanghai,specifically puts forward countermeasures and suggestions for improving the accessibility of public childcare services: reforming the access mechanism,insisting on promoting first,then improving,and raising childcare Professional qualities of practitioners,improve the social status of nurserypractitioners,set up special management departments,with relevant regulations,improve the level of openness of nursery information,and increase financial investment and government support.With a view to perfecting public childcare services,creating a good industry environment,and promoting the healthy development of the entire childcare service system.
