The age of 0-3 is the beginning of a person’s all-round development,and infants in this period need careful care.Since the implementation of the two child policy,the family’s demand for the childcare service is becoming increasingly urgent.At present,childcare services have been included in the 14 th Five-Year Plan for National Economic and Social Development.However,the development of childcare services is in its infancy and still faces many challenges.For example,the supply of childcare services for infants is seriously inadequate;the quality of childcare is uneven;the construction of the nursery team needs to be strengthened;the comprehensive supervision mechanism has not yet been established.Childcare services are related to the healthy growth of infants,to thousands of households,and to the future of the nation.Therefore,it is of great significance to investigate the demand of infant parents for improving the construction of childcare service system.Questionnaire survey and interview method were used to study the demand of childcare service for 0-3 years old infants in Wuhan.The survey found that: in Wuhan,0~3 year-old infants are mainly nurtured by their grandparents.;there is a large potential demand for childcare services;and the demand for childcare services presents inclusive and diverse characteristics.Using the Logit regression model to analyze the internal factors affecting the demand for childcare services,the study found that the older the infants,the higher the education level of their parents,and the higher the monthly income of the family,the more they need childcare services;compared with large families In most cases,nuclear families composed of only parents and children have a stronger demand for childcare services.The work status and main caregivers have no impact on the demand for childcare services.In the analysis of external factors,17 indicators that may affect the demand for childcare services are selected.After using factor analysis and multiple linear regression analysis,it is found that security,teacher level,childcare costs,geographic location,medical care and hardware facilities have a significant impact on the demand for childcare services.Based on the above survey results,we will discuss the countermeasures and suggestions to promote the development of childcare services for infants aged 0 to 3from the four levels of policies and regulations,service supply,operation guarantee and supervision and management,mainly including: clear value positioning,strengthen top-level design;improving the management mechanism and standardizing the industry standards;increase the supply of childcare and enrich the types of services;deepen the integration of medical and childcare to improve the quality of service;provide financial and tax protection and increase investment;strengthen professional training to build nursery care teams;use information technology to build comprehensive supervision;guide industry self-discipline and strengthen social supervision.Through the above measures,it is expected to provide high-quality,affordable,convenient and accessible childcare services for infant families,meet the multi-level and diversified needs of family,and enhance the people’s sense of gain,happiness and security.
