Nursing services for infants and young children aged 0-3 are an important part of the service management of the whole life cycle of people, and an important part of making up for the shortcomings of "children’s education",which is very important to family relations and social development. With the rise of dual-career families, the traditional model of infant and child care has become unattainable. The implementation of the universal three-child policy has further stimulated parents’ demand for infant care services. However,at present, the supply of infant care services is less and the quality is uneven, resulting in a serious imbalance between supply and demand of infant care services. Therefore,it is of great significance to understand the specific demands of parents for infant and child care services and analyze the factors influencing their demands for infant and child care services,to relieve the pressure of family parenting, improve the supply system of infant care services and implement the three-child policy.Built on relevant literature review, this paper adopted the method of investigation and conducted a questionnaire survey among parents of infants aged 0-3 in L City in Shanxi Province.Through the collation and analysis of the questionnaire data, the basic information of infants, parents, families, and infant rearing was learned, and the content of parents’ demand for childcare services was described from the aspects of enrollment intention, age, nature, cost, site selection of childcare institutions, content and form of childcare services, and government support policies. On this basis,a factor model affecting the demand for parental care services was established, and the chi-square test was conducted on the infant’s factors, parents’ factors, family factors and institutional factors, and the factors influencing the demand for parental care services were analyzed by binary Logistic regression model. The research demonstrates that the need for parental care services is diversified and differentiated. The infant’s age, parent’s occupation, monthly income, parents’ employment status, family structure, parenting mode, the richness of community childcare institutions, and universal childcare institutions have a significant impact on parents’ childcare service demand, while the gender of the infant, whether the only child or not,and parents’ age have no significant impact on parents’ childcare service demand. Therefore,it is necessary in order to strengthen the top-level design, clarify the management responsibility, improve the police system,industry-standard system, and supervision system of infant care services, and provide support and preferential policies for child care institutions.Strengthen personnel training in the care and education service industry, establish a diversified supply model of care and education service that is led by the government, supported by the community, based on the family and supplemented by the neighborhood, and promote the development of care and education service to universal care and education service.
