A Study On Measurement Of The Rural Informatization

At present, China is in the transition period from traditional agriculture to modern agriculture. Strengthening the rural informatization technology in rural areas is not only a inherent requirement of developing information but also a important way of enhancing agriculture, rural competitiveness and constructing socialist countryside. Since2004, the Central has issued five "Document No. One" about agriculture on a continuous, and the five documents have been put forward on how to build information technology in rural areas.As the developing environment of China’s rural informatization is becoming better and the policy impetus has been continuously strengthened, our country’s rural informatization technology has made rapid development. On the existing basis, establishing a comprehensive assessment index of the rural informatization to measure China’s current level of rural informatization has the practical significance of making the rural development strategy and policyFirstly, this paper analyzes the content and concept of the rural informatization basis for the other’s relevant researches. Secondly, after referencing some integrated assessment index system about the rural informatization, through using the method of AHP based on expert choice, it establishes the integrated assessment index system of China’s rural informatization. Thirdly, in the base of comparing the three areas of Jiangsu Province, it uses the data of2001-2007to carry on the vertical analysis on the total Province, and horizontal analysis of across the13cities. At last it draws the following conclusions:1. From2000to2007, the rural informatization infrastructure index, information resources index, information services index, information technology index were rising on the whole. While the rural informatization industry index and rural informatization environment index was rising in fluctuating and the speed of the rural informatization infrastructure index and information technology index was faster. 2. In2007, we can see there is deference of rural informatization level between deferent areas in Jiangsu Province. The level in the south of Jiangsu is higher than the middle of Jiangsu, and the level of middle Jiangsu is higher than the north of Jiangsu.3. Though the level of rural informatization of south of Jiangsu is the highest in Jiangsu Province, it still pays more attention to the construction of the rural informatization services. The level of rural informatization services and rural informatization environment in north of Jiangsu is lower than south of Jiangsu. The constructions of the various subsystem in north of Jiangsu are not satisfied.According to the above analysis and conclusions, it gives Some recommendations to Promote the construction of the rural informatization in Jiangsu.
