Research On County Financial Efficiency Of Gansu Province

In recent years,with the deepening of economic reform,the county economy and rural economy are a growing concern.And then the county finance which is closely related to county economy and rural economy became the core content of county economic development.However,Gansu Province as an economically underdeveloped provinces and the county economy is lagging behind,so it is necessary to do further research on whether the county finance is reflected in the economic development.This paper is excepted to provide some practical significance for the improvement of the county financial in Gansu province and the development of county economy in Gansu Province.The data collected from 2006 to 2015,69 counties in Gansu Province,theoretica-lly analyzing the current situation of county financial development in Gansu Province and the factors that affect the financial efficiency of county in Gansu Province.Then,combined with the theoretical analysis with the total amount of household savings deposits / GDP.The total amount of loans / total deposits and the total amount of capital formation as input variables,selected the per capita net income,per capita consumption expenditure,per capita GDP as output variables.The data envelopment analysis was used to measure the financial efficiency,pure technical efficiency and scale efficiency of 69 counties in Gansu Province.On the basis of this,the author analyzes the influencing factors of the financial efficiency of the county in Gansu province with the comprehensive efficiency as the explanatory variables,the level of county economic development,the government's financial support level,the county level of consumption and the level of agricultural development as the explained variables.The results show that:(1)From the whole,the financial efficiency of Gansu Province in the past ten years has risen slowly,but still at a low level.(2)The economically underdeveloped counties have lower financial efficiency and the high level of economic development of county financial efficiency is relatively high,but the gap between them is decreasing year by year.(3)The level of county economic development,the level of county consumption and the level of county agricultural production were positive correlated with the county financialefficiency,but the government's financial support level and the county financial efficiency is not related.Combined with theoretical analysis and empirical analysis,the article argues that if we want to improve the county's financial efficiency in Gansu Province,it is necessary to improve the fraction of coverage of county financial institutions and financial services,improving the operation and management level of county financial institutions,promoting the fit of fiscal policy and county financial development,In addition the level of county economic development,county consumption and county agricultural production is undoubtedly need to be taken seriously.
