13th Five Year Plan has clearly puts forward that innovation is the most primary source of power for societal development,which should be put at the centre of national development.Under the serious situation of the global economic slowdown,how could China's economy transforms from element-driven and investment-driven to innovationdriven is the urgent task China has been facing.Producer services have strong industry relevance and high degree of intensity of human-capital and knowledge,whose innovation take place in not only technology innovation,but also service product innovation,process innovation,organizational innovation and even innovation of system mode,just as 13 th Five Year Plan has mentioned.Moreover,producer services depend on local markets and have obvious spatial agglomeration effect,which is bound to produce external economy.So is the spatial agglomeration of producer services helpful to stimulate innovation vitality,so as to realize innovation-driven development? Is there spatial agglomeration phenomenon in China's provincial innovation? How spatial agglomeration of producer services improves regional innovation? Based on the above questions,this paper intends to establish a theoretical analysis framework and researches the relationship between spatial agglomeration of producer services and innovative ability.Targeting how agglomeration of producer services promotes regional innovation,this paper firstly summarizes literature review from the aspect of theoretical research and empirical research.Secondly,with the research findings of the effect of knowledge spillover from industrial agglomeration and regional innovation network,this paper analyzes agglomeration of producer services influence mechanism to regional innovation from two angles.One is the innovation of KIBS.The other is the impact of producer services in regional system of innovation.Thirdly,this paper defines index describing specialization agglomeration,diversification agglomeration,institutional innovation and technology innovation,using which to perform status analyses.Based on the panel data of 30 provinces in China from 2003 to 2014,and using spatial panel econometric model,this paper empirically researches on how the specialization and diversification agglomeration of producer services promote technology as well as institutional innovation.The result shows that(1)both specialization and diversification agglomeration of producer services have significant spillover effects over regional innovative capability,especially over innovation within producer services mainly through specialization agglomeration.(2)Compared with institutional innovation,agglomeration of producer services intensively promotes regional technology innovation.(3)The spatial spillover effect of technology innovation also plays an important role in regional innovative capability.Lastly,according to the research,this paper proposes some policy recommendations.
