important force in China’s adjustment and upgrading of industrial structure.Promoting the development of producer services is one of the important tasks of China’s economic development.We should adhere to agglomeration development and innovation-driven development to promote the high-quality development of producer services.Regional innovation and development is an important way to realize high-quality regional development.The agglomeration and development of producer services promotes the realization of the transformation of development mode,economic structure optimization and the transformation of growth drivers,so as to realize the overall progress of regional economy.In order to achieve the goals of regional innovation and development,such as service-oriented and high-end development of China’s manufacturing industry,China’s producer services should promote the realization of regional innovation through agglomeration development and innovative development.China producer services agglomeration development is to realize regional innovation efficiency,innovation spillover effect and industrial innovation and development to realize the important basis of regional innovation development,producer services agglomeration development improve regional innovation efficiency,improve regional technology absorption ability and spillover ability,and improve regional industrial structure and industrial integration development level promote industrial innovation and development,to realize regional innovation and development.This paper firstly defines the basic concepts related to the research,sorts out the relevant literature on the agglomeration of producer services and the theory of regional innovation and development,and makes comments;The service industry agglomeration affects the realization mechanism of three stages: regional innovation generation,regional innovation spillover and regional innovation drive;then analyzes the development status and regional innovation status of China’s regional producer service industry,and summarizes its accumulated advantages and disadvantages in the development process.Existing problems;According to the needs,use the data of 31 provinces,municipalities and autonomous regions of China,except Hong Kong,Macao and Taiwan,or 285 major cities from 2003 to2019 to construct corresponding econometric models and spatial econometric models,and empirically test the Different effects of producer service agglomeration in regional innovation efficiency,regional innovation spillovers and regional innovation drivers;Finally,the paper summarizes the advanced experience of producer service industry agglomeration and innovative development in typical cities at home and abroad,and explores how China’s producer service industry agglomeration improves regional innovation efficiency and efficiency.Effective paths for technology spillovers,and put forward policy suggestions to promote the further agglomeration of producer services and regional innovation and development.The main research conclusions of this paper are as follows:(1)Through the analysis of the development of producer services,lack of producer services,weak diversity service capacity,unreasonable regional structure and expanding trend,some problems: serious regional innovation imbalance in eastern coastal areas,low utilization,wasted resources,and coexistence of redundancy and insufficient innovative talents.In the process of the agglomeration of producer services to promote regional innovation and development,due to the mismatch between the total supply and demand,quality and professional requirements,the agglomeration level of the former does not meet the needs of the latter,and the key problems to be solved are that the low professional level of producer services cannot play an innovative role in the future.(2)In the research on the stage of producer service agglomeration and development affecting the regional innovation output and innovation efficiency,this paper found that: First,the improvement of the concentration and abundance of producer services in the process of agglomeration and development will improve the regional human capital level,and thus improve the level of innovation and development.Second,based on the three-stage DEA method analysis,overall,the comprehensive efficiency and scale efficiency of each province are increasing year by year.The comprehensive efficiency of innovation and development in various regions in China is obvious.The difference of the comprehensive efficiency before the adjustment is mainly restricted by the low pure technical efficiency.After the adjustment,the gap of pure technical efficiency in various provinces is narrowed,and the main reasons restricting the comprehensive efficiency are translated into different scale efficiency differences in different regions.There is little difference in pure technical efficiency value among provinces,and the scale efficiency shows obvious spatial differences.The innovation investment in the eastern region has a high level of scale income,followed by the central region,and the scale income of innovation development in the western region is generally low.The agglomeration of producer services will increase the investment redundancy of innovation personnel,and reduce the investment redundancy of innovation capital investment,which is conducive to the improvement of the comprehensive innovation efficiency and scale efficiency.Third,the agglomeration and development of producer services should adjust the allocation efficiency of innovation input personnel and funds,so as to improve the level of regional innovation output.There is a non-linear relationship between innovation input and innovation output falling and then rising.When regional innovation input level is low,innovation input is redundant,resulting in waste of innovation resources.At this stage,the government and the market need to play the role of factor allocation,promote the rational flow of innovation factors,improve the innovation efficiency in backward regions,and promote the improvement of regional efficiency in all regions.(3)On the development of producer services agglomeration influence regional innovation spillover stage,respectively analyzed the producer services affect regional technology space spillover and regional technology transfer,the corresponding empirical research found: First,producer services agglomeration improve human capital level,can promote regional innovation ability,promote regional technology output,in the process,can reflect regional producer services development degree,more significant role for innovation technology transfer.Second,in the spatial Dubin model,the agglomeration degree and abundance of producer services affect the spatial spillover of innovation output,the agglomeration effect reflects the obvious negative effect.Third,there is a significant spatial relationship between the agglomeration and development of producer services and the regional innovation technology transfer.Fourth,the direct impact of technological gap on the output of innovative technology is positive,and the indirect impact is negative;the direct and indirect impact of technological gap on the introduction of innovative technology is not obvious.(4)The empirical research on the impact of the development of producer service industry agglomeration on the regional innovation-driven stage finds that:first,the specialized agglomeration of producer service industry is conducive to the improvement of the regional innovation output level,while the diversified agglomeration is not conducive to the increase of the regional innovation output level.promote.Second,in the process that the specialized agglomeration of the producer service industry affects the rationalization and evolution of the regional industrial structure and the evolution of the advanced industrial structure,regional innovation amplifies the promotion effect of the specialized agglomeration of the producer service industry on the rationalization of the industrial structure,and weakens it.Diversified agglomeration of producer service industry promotes the rationalization of industrial structure,at the same time weakens the negative effect of specialized agglomeration of producer service industry on the upgrading of industrial structure,and amplifies the promotion of industrial structure advanced by diversified agglomeration of producer service industry.effect.Third,both specialized agglomeration and regional innovation of producer services promote regional industrial integration,while diversified agglomeration is not conducive to industrial integration.Regional innovation has a positive impact on regional industrial integration,but regional innovation will weaken productivity.The effect of specialized agglomeration and diversified agglomeration of service industry on regional industrial integration.Fourth,the improvement of the level of specialized agglomeration and diversified agglomeration of the producer service industry is conducive to economic convergence,but the simultaneous improvement of the specialized and diversified agglomeration of the producer service industry and the level of innovation will widen the regional economic gap,which is not conducive to economic convergence.The main innovations of this paper are as follows:First,based on the theoretical foundations of industrial agglomeration theory and innovation development theory,and according to the compatibility of regional economic development and innovation development stages,this paper innovatively divides regional innovation development into three categories: regional innovation generation,regional innovation spillover,and regional innovation driving.This stage provides a new research perspective for further research on regional innovation and development.Second,based on the construction of three stages of regional innovation and development,this paper theoretically analyzes the impact mechanism of the agglomeration development of producer services on the three stages of regional innovation,and analyzes the different stages of agglomeration and development of producer services in each innovation stage.Influence effect,with a certain degree of innovation.Third,this paper innovatively applies the three-stage DEA analysis method to the research on the impact of producer service industry agglomeration on regional innovation efficiency.To improve the regional innovation efficiency,and draw the conclusion that the agglomeration of producer service industry is conducive to the improvement of innovation comprehensive efficiency and scale efficiency,which is innovative to a certain extent.Fourth,in the empirical process of the impact of producer service
