Research On The Standardized Development Of The Farmers' Professional Cooperatives In Gansu Province

Under the background of "the 13 th Five-Year" precision poverty alleviation strategy,the development of rural areas has become the focus of our country to achieve comprehensive poverty alleviation work.while rural areas are widely distributed in China and different about natural conditions,which makes the development of rural areas present a regional differences.Since reform and opening up,in order to promote the development of rural areas,according to local conditions,the central and local governments have introduced a series of policies in rural areas of China to support the development of rural cooperative economic organizations,and encourage peasant masses to set up farmers' professional cooperatives.The rapid development of cooperatives alleviates the problem of small farmers scattered into the big market,so that farmers have a certain right to speak and rural areas have made rapid development.However,as China's economic development enters a new normal,rural economic development has also entered a predicament,the further reform and the development of rural areas have become the main measures to solve rural economic problems.To adapt to the new norm of economic development,we must firstly realize the transformation of China's rural economy from "quantity" to "quality".Since the promulgation and implementation of the Farmers' Professional Cooperative Law in 2007,the number of farmers' cooperatives has grown rapidly all over the country.At present,cooperatives have basically realized the coverage of townships.However,the rapid growth of the number of cooperatives at the same time,the standardization of farmers' cooperatives has become increasingly prominent,non-standardized operation makes more and more farmers' cooperatives gradually deviated from its principles and objectives,which makes farmers have little confidence to founded cooperatives.Non-standardized operation reduces the efficiency of farmers' professional cooperatives development.Therefore,all regions closely around the 2020 goal of poverty eradication,the standardization of the development of farmers' cooperatives has been put on the agenda,and has paid more and more attention by the government.Based on the above,this paper studies the standardized development of farmers' professional cooperatives in Gansu Province.First of all,the paper reviews theexisting research at home and abroad,according to the basic principles of relevant theories and basic principles of cooperatives,and the status of the development of cooperatives in Gansu Province,a set of Gansu farmers' professional cooperatives standardized development evaluation system is established in use of analytic hierarchy process.Then,the paper evaluates the standardized development of the sample farmers' professional cooperatives.The evaluation results show that the degree of standardization of farmers' cooperatives in Gansu Province is quite different.Only the operation flow and management system of minority cooperatives are relatively standardized.Most cooperatives are not standardized and deviate from basic principles of cooperatives.Finally,some policy suggestions are put forward according to the relevant conclusions.
