In order to study the rationality of China's rural land system,by studying and discussing the willingness and related influencing factors of farmers' land transfer,we can analyze and study the way of rural land scale management in China from the theoretical level and enriching the arrangement and perfection of rural land system in our country China's rural social security system,as well as to promote the efficient allocation of rural land has a crucial role.Taking Xin Ye County as the empirical region,by means of questionnaire and key information personnel interview,and based on Logistic regression model,this paper analyzes farmers' land outflow intention and influencing factors,which contributes to land transfer in Xin Ye County and advances the reasonable operation of land circulation system in Xin Ye County.The research shows that,by the end of 2016,the land transfer area all over the county was 422,000 mu,which occupied 43.3% of total cultivated area.The term of land transfer mainly is shorter than 5 years with price centering on 500~1200 Yuan;meanwhile,mostly are one-off payment by cash in end of year.The proportion of farmers transfer land to relatives,friends and people in the same village is 45.2%,those transferring to big-specialized-households of crop and animal productions occupy 8.4%,the area flowing into cooperative and agricultural leading enterprises is 43.7%,and the area flowing into family farm accounts for 2.7%.Most farmers still have not signed contract and only 32.6% signed written agreement while67.4% of circulation was achieved through verbal agreement.63.3% of farmers negotiate directly via both parties of circulation;27.4% of farmers realize circulation through relatives and friends;9.3% of farmers circulate based on government departments.The power of land transfer is economic factor;in terms of outflow farmers,34.5% of them lack labor force,25.5% transfer land due to low benefit when cultivating by themselves,and18.2% obtain higher income than cultivating themselves.The processing and sorting of questionnaire results indicate that,among the 271 effective samples in survey region,farmers willing to transfer land are 152,which occupy 56.09% of total samples;119samples express that,they are unwilling to transfer managerial authority but just retaining in their own hands,which account for 43.91%;that is to say,some farmers are unwilling to transfer their land.Logistic regression analysis indicates that,the indexes such as whether possessing non agricultural special technology,whether couples working outside,proportion of family non-farm income,distance from farmers to county,township governments' emphasis degree,whether establishing local land transfer platform,anddevelopment status of local family farmer or farmers ' professional cooperative significantly influence farmers ' outflow land;however,gender,age,education degree participation into new type endowment insurance,average age of family population,whether children studying in parents ' working place,crop varieties,whether land contracted is fertile,number of land contracted,completion of confirmation of land right,occurrence frequency of land transfer in the village do not influence significantly.Aimed at the constraints,the following countermeasures are proposed: strengthening training on farmers' non agricultural special technology,reinforcing transfer of rural surplus labor in Xinye County,enhancing government promotion function,establishing and perfecting rural land transfer service platform,and cultivating new-type land circulation subject.
