Research On The Performance Management Of Two-way Network Upgrade Project In Broadcast Television Network

The rapid progress of digital signal processing technology has brought human society evolved into digital and information age,major countries in the world promote intelligence house application and speed up two-way HFC cable network building.Under the strategy of the country putting forward the telecommunication network,broadcast network and internet network integration,the broadcast and television network has brought new challenges and opportunities.In order to participate in the market competition better,broadcast and television network group in various regions of china escalate of network infrastructure,especially upgrade two-way network project.The paper focuses on performance management in upgrade two-way network project of broadcast and television network.Based on analyzing the theory and situation of study both from domestic and abroad,this dissertation firstly disquisition the meaning and characteristics of the performance and performance management,gives the correct understanding about the performance management system through making the differences of the performance assess and the performance management,provides some viewpoint for upgrade two-way network project.This paper illustrated by the example of two-way network upgrade in F branch of the broadcast television network group.Firstly project profiles which include organizational structure and human resource in this project.Elaborate original performance management scheme.Secondly,on the basis of performance management theory and through first-hand information and interviews and questionnaire survey,this paper looks for problems and insufficiency in existing performance management system and analyzing the reasons.Based on analysis of questionnaire survey the management by key performance index,360° feedback to redesign the project's performance appraisal.It also focused the design guidelines,design philosophy and the whole model of the re-designed performance management system,propose the improvement method and concrete practices.In new performance plan,project staff is encouraged to discuss the objectives of the unit in which they work before these are finally established.The two-way network upgrade program decide the need for building the performance assessment system of progress management,monitor and reappraise the implementation of the program objective,efficiently and precisely to discover and solve problems.At last,the paper gives out performance communication,performance feedback and improvement.Comprehensive performance assessment result is not only linked to their personal interests with the staff,but also used in career planning,improving operational processes and operational plans.The performance management optimal design of the two-way network upgrade project which could help to improve the broadcast television network performance management system,more importantly,it has certain reference value for establishment and improvement of the performance management system of other similar industries.
