Chinese President Xi Jinping's speech at the annual meeting of the World Economic Forum to be held in 2017 entitled "Sharing the responsibility of the times and promoting global development" shows China's judgment on the world economic development trend and its commitment to promoting economic globalization.In fact,the trend of economic globalization is indeed developing in depth in recent years and the competition among enterprises is getting fiercer.As a major source of competitive advantage,talents are valued by all parties and formulating a scientific talent strategy has become the major issue of enterprises.However,a talent strategy tends to be development-oriented or competitionoriented is an important and difficult issue to be identified in any talent strategy formulation process.Therefore,studying and resolving this issue has important practical significance for our country's enterprises to formulate the correct talent strategy,ensure the realization of the enterprise strategy and promote the implementation of the "The Belt and Road Initiative" national strategy.First,on the basis of in-depth analysis of the connotation and influencing factors of competition oriented talent strategy and development oriented talent strategy,using structural equation model method,literature analysis method obtains the mechanism of enterprise talent competition strategy and the law of enterprise talent development.On this basis,the collaborative target and the collaborative relationship between the enterprise talent strategy system of competition oriented and the enterprise talent strategy system of development oriented are put forward;Secondly,taking strategic objectives,strategic countermeasures and constraints as the order parameters of talent strategy subsystem,the order parameter components are extracted by analytic hierarchy process,and the weights of each subsystem's ordinal parameter components are determined by critic method.The order degree of each subsystem and the coordination degree of the composite system are calculated under combined programs of different-orientated talent strategy at the beginning of the planning stage and the end of the planning period.Based on the synergy maximization principle as the selection criteria of the combined program,a decision-making model of talent strategy is constructed.Finally,a case of LB company is taken as an example to test the maneuverability of the strategic decision model.The model provides a reliable tool for the strategic decision of enterprise talents,and provides internal support for Chinese enterprises to participate in the global competition.
