The human resources competition becomes the true competition between all the entertainments during 21s.Especially for SME,this huge group faces more severe competitions than others so that it's more difficult for them to be survived.How to attract and hold the talent and stimulate their potency turns to be the most important strategy which would influence the company development.Nowadays scientific company management is the important foundation to develop it while the human resources management is the one of the basic to run the company normally,and this effects the whether the company can survive and develop.How to pick the qualified candidates and strengthened the efficiency management of the employees,stimulate their potential IS the aim of the human resources manager.By using key event interview and paper investigation,this article mainly researches on above problem.Considering the status of CY company,with the problem on their recruitment and the usage of human resources management on project manager,combining the expert's achievement of competency model,construct the competency model of junior project manager by investigating high performance employees.By analyzing status of CY company,combined with the difference between traditional human resources management and the one based on competency motel,design the key event interview and paper investigation,working on the high performance employee,finally get the statistics and furthermore,discussed with HR staff,and revised the model which has already been worked out by others,to proceed the model suit for CY company,including:special skills,common skills,professional manner,organization competency and knowledge.This model fills the blank of CY company on competency qualification for junior proect manager,and helps the company to manage HR from job description by emphasizing high performance related capability with foresight,employee recruitment based on motivation and expert,performance management by electing qualified candidates via task performance,behavior appraisal and competency capability that would strengthen the key capability,salary system which would be more fair,training and employee development especially on proper aspect of the job necessity,therefore both company and employees would get a satisfied result.
