Study On The Problems Of Rural Land Circulation In Fangshan County

The third Plenary Session of the 18th CPC Central Committee has the latest strategic arrangements in the field of agricultural land transfer.It puts forward that human is core;it should be reasonable and standardized rural land circulation;it enhance the comprehensive strength of the city.The land plays an important role as a carrier in the stage of urbanization and industrialization.At the same time,the land is also the basic livelihood guarantee for farmers as the most basic means of production.The improvement of the rural land transfer mechanism is of great value to solve the needs of urban construction land and handle the relationship between them correctly.China's rural land circulation started earlier,lacked of experience,been not mature,the land transfer market was small.There are still many problems In the process of land transfer.In view of China's rural land circulation problems in the process of urbanization,the author carried out further research,mainly using the method of literature survey and case analysis,combining economics and sociology and other aspects of the implementation to have the specific interpretation.There are five chapters in this paper:The first chapter is the introduction,which introduces the background and significance of the research,followed by the literature review at home and abroad,followed by the research content and research methods.The second chapter defines the main concepts of rural land and rural land circulation,and explains the connotation of the concept of rural land transfer.In this paper,the theoretical basis of the choice Include land rent theory,property rights theory and the theory of peasant behaviorThe third chapter combined with the current situation of rural land circulation,briefly described the historical change of the agricultural land transfer in China,analysis currently agricultural land transfer situation and characteristics in Fangshan County.The fourth chapter summarizes the Fangshan County rural land circulation problems in the process of land transfer.For example,rural land transfer income is less,the lack of rural land transfer intermediary,the relevant security system is not perfect,land disputes and other aspects have been made the study.The fifth chapter put forward to the regulations and Countermeasures which protects farmers'circulation in return,set up a special land transfer intermediary,improve the social security system,combined with the actual situation of relevant national policies and Fangshan County.
