The Research On The Ability Promotion Of Agricultural Science And Technology Innovation In Lanzhou City

The progress of science and technology has brought the rapid development of agriculture,agricultural science and technology innovation is more and more important, it has became theindispensable conditions for modern agriculture development, is the impetus of theagricultural economy sustainable growth. The effect was remarkable in the world’s majordeveloped countries of agricultural science and technology innovation, and the contributionrate of agricultural science and technology innovation has reached more than75%on averagein these countries, innovation of science and technology has brought a transformation fromextensive to intensive agriculture. The research on agricultural science and technologyinnovation of China started relatively late, the related research is in the1990s. Agriculturalscience and technology innovation is the key to develop modern agriculture, is the importantsupport to build an innovative country, for this purpose, the government came on withrelevant policies to support it. Lanzhou city is located in the west, belongs to the arid andsemi-arid regions, to some extent, these problems restricted the development of agriculture,agricultural science and technology played a huge role to the development of thecharacteristic agriculture such as the plateau summer vegetables, Lanzhou lily, Yongdeng roseand so on in recent years, so in order to realize the leapfrog development of agriculture, wemust rely on scientific and technological innovation.This article is based on the studies of theories on the basis of agricultural science andtechnology innovation, Firstly, through literature review, it involves a detailed retrospect ofthe research progress about the agricultural science and technology innovation on the homeand abroad, to its various aspects has carried on the induction and summary. Secondly,qualitative and inductive methods based on the theory research, this essay analyzed the basicsituations about the development of Lanzhou city agricultural science and technologyinnovation system, including the current situation of the development of agricultural scienceand technology research, the development of main innovator, personnel and funds investment,take agricultural science and technology plan projects situation and the present situation ofplatform construction, etc. Then combining the quantitative and qualitative methods,construction of the evaluation index system of agricultural science and technology innovationability in Lanzhou city, using Delphi method and AHP to determine the agricultural scienceand technology innovation of the index of all levels of Lanzhou city, based on thecomprehensive evaluation index method, calculated and compared of agricultural science andtechnology innovation ability in Lanzhou from2007to2011. Analysis shows that agriculturalscience and technology innovation ability has been increased of Lanzhou city, innovation environment for the development of Lanzhou city agricultural science and technologyprovides a strong foundation and the guarantee, the efficiency of the transformation ofagricultural scientific and technological achievements into real productive forces and benefitmore and more obvious, but the Lanzhou city agricultural science and technology innovationability whole is somewhat low. Because of money, human resource and so on has much effecton the agricultural science and technology innovation, so the agricultural science andtechnology innovation investment proportion floating up and down in Lanzhou city in thelong run is bad for the entire region agricultural science and technology innovation ability ofascension. Again, calculates the contribution rate of Lanzhou agricultural science andtechnology innovation in the period of2001to2012by the C-D production function model. Itcan be seen that the agricultural science and technology innovation contribution in Lanzhoucity is a rising trend year by year, although the gap with the national and eastern, more cannotbe compared with the70%to80%of developed countries, but the average annual growth ratefor the most part of all the elements of agricultural production is higher than or close to thenational level, the results show clearly that the agricultural science and technologydevelopment in Lanzhou city gradually speed up the pace with broad developing prospects. Inaddition, based on the above analysis, the effect factors of Lanzhou city agricultural scienceand technology innovation are analyzed. Finally, put forward the optimization of agriculturalscientific research resources, establishing integrated innovation system; to enhanceinvestment in agricultural science and technology, improve the contribution rate ofagricultural science and technology innovation; to improve the investment environment ofagricultural science and technology innovation, establish a diversified financial support frame;to strengthen the agricultural science and technology introduction and training of innovativetalents, and provide intellectual support; contributing to promote the innovation ability ofagricultural technology, and the other policy advices.
