Study On Poverty Alleviation In Shandong Under The Background Of Targeted Poverty Alleviation

Poverty is a worldwide problem and a major challenge faced by all human beings.Since the reform and opening up,China's large-scale poverty alleviation and development work has made remarkable achievements.Since the Central Conference on Poverty Alleviation and Development in November 2015,an important pursuit of our country is to ensure all poverty-stricken areas and the poor population enter an overall well-off society by 2020.However,the challenges of poverty reduction in our country remain daunting.Industry is the foundation of development,the support of poverty eradication,and the guarantee of long-term stability.Since the reform and opening up,Shandong Province has carried out a series of work in the field of industrial poverty alleviation.After accurate identification in 2014,the province still has 7005 key villages of provincial poverty alleviation,and the number of people who live under the provincial poverty alleviation standard(the constant price in 2010 is 3000 yuan)is 5.195 million.Therefore,the situation of achieving poverty alleviation in Shandong Province is still very severe.It is of great significance to study the industrial poverty alleviation in Shandong Province,to find out the existing problems,to analyze the causes of the problems,and to put forward the corresponding countermeasures and suggestions,which is of great significance to the implementation of the policy of industry poverty alleviation.In order to explore this subject,this paper investigates 120 villages which are appointed as the focus of poverty alleviation by provinces as the research object,combing the current situation and existing problems of industrial poverty alleviation in Shandong Province,hoping to find more targeted profound reasons and governance recommendations.This paper is divided into six parts:the first part from the theoretical and practical aspects of analysis to determine the significance of the topic,and sorts out domestic and foreign poverty and anti-poverty theory in order to form a literature review.In addition,the research methods and research content are summarized.The second part explains the specific concepts of precision poverty alleviation and industrial poverty alleviation,and puts forward the main theoretical basis of the paper,including the scientific development theory,resource endowment theory,economies of scale and trade theory,and barrel theory.The third part aims to analyze the current situation and existing problems of industrial poverty alleviation in Shandong Province.From the two angles of poor households and provincial poverty alleviation key villages,through a large number of charts,the present situation of poverty in Shandong Province is intuitively displayed.The present situation of poor households is large in total amount,low in income,and prominent in poverty caused by illness.The current situation of poverty alleviation in the key villages of provincial poverty alleviation is summarized in four aspects:high incidence of poverty,poor basic living conditions,poor basic production conditions and poor public service facilities.In combination with the investigation,the paper points out that the five major problems facing at present are the single source of industrial funds,the weak capacity of poor households to undertake industries,the inconspicuous status of key villages and poor households,and the long effective period of industrial poverty alleviation projects.Fifth,the income distribution system is not sound.The third part analyzes the causes of poverty alleviation in Shandong Province from four angles:capital,project management mechanism,poor households and the methods of support.Around "precision",concluded that the main causes of the problem are the industry poverty alleviation fund management is not accurate,the industry poverty alleviation project management is not accurate,the poor households' own defects influence the precision help,and the industry support way is not accurate.The fourth part focuses on the development of industrial poverty alleviation in Shandong Province,focusing on the "precision",put forward four recommendations respectively,first,precision input,play the role to develop the maximum efficiency of industry poverty alleviation funds;precision drive,improve the participation of poverty alleviation objects and the degree of understanding;precision link,perfect industry poverty alleviation benefit link mechanism;precision management,establish and perfect "build,manage,protect" mechanism.
