| This study summarizes and analyzes the development and change of China's industrial land transfer policy.China's industrial land policy has experienced the stage of administrative allocation,the transfer phase of transfer to agreement,the stage of recruitment and release,and the pilot stage of elastic transfer.At the same time,with the development of the economy,there are some problems,such as the relatively low land price transfer,the prominent problem of the one-time collection of land transfer gold,the long period of the transfer of land and the insufficient supervision of the industrial land transfer.The elastic selling mode of industrial land used in Shouguang City of Shandong Province,Ganzhou city of Jiangxi province and Yu Yao City of Zhejiang province is different,which is mainly reflected in the setting of the years of each transfer pattern.Through the field study and the actual situation in Henan Province,taking Puyang as an example,carry out actual investigation on land use enterprises and government land management departments.It is found that the 50 years supply of industrial land is obviously higher than the actual life cycle of the enterprise,which is not conducive to the efficient use of industrial land.According to the life cycle of the enterprise,the results of the research and the elastic transfer pattern of industrial land used in various regions in China,and through the consultation of experts,we will finally formulate the annual period under the elastic transfer pattern that suits the actual situation of Henan province.The elastic leasing pattern of the industrial land use in Henan mainly adopts the elastic year transfer,the first rent then transfer,rent and transfer,long term rent.There are four ways to supply industrial land.The elastic years transfer of Industrial land,and the transfer period shall not exceed 20 years.For the state,the provincial major industrial projects,and the strategic emerging industrial projects,the elastic transfer period can be improved reasonably,but it may not exceed the statutory maximum period of 50 years for the transfer of industrial land.The first rent then transfer:the first rent period shall not exceed 5 years,and the rent period and the transfer term shall not exceed 20 years.The rent and transfer: the rent period of the transfer part shall be consistent with that of the selling part,and no more than 20 years.The long term rent shall be no longer than 20 years.The most important thing of elastic transfer of industrial land is the shortening of the selling time.Therefore,it is important to determine the annual correction coefficient for calculating the price of elastic selling.For the price evaluation ofelastic transfer of industrial land,there are mainly income capitalization approach,market comparison approach,cost method,hypothetical development method,and benchmark land price coefficient correction.Taking an industrial land in Puyang as an example,the market comparison method and the benchmark land price coefficient correction method are used to evaluate the price of the land,and the land price under the elastic transfer model is calculated.The total price of land sold in 30 years is 3 million 455 thousand and800 yuan,and the total land price in 20 years is 2 million 736 thousand and 500 yuan.After the correction of the annual coefficient,the selling time is shortened to 30 years,81.39% of the 50 years,and the length of transfer to 20 years is 64.45% of the 50 year price.The supply of industrial land is supplied with elastic,the years of industrial land use is shortened,the cost of land use will be reduced,the real good projects are not developed because of the shortage of land funds,and the recycling rate of land is increased and the efficient use of industrial land is promoted. |
