The land is the survival resources of farmers and the indemnification of rural economy. With the development of secondary and tertiary industries, the cost of agriculture production improves continuously. Many rural labors go out for a new work and many lands are left uncultivated since the weakness of agriculture is more and more obvious. To take full advantage of rural lands and improve the income of farmers, some rural places begin to explore land circulation in our country. The traditional forms of circulation can’t meet the need of the changes, like interchange, subcontracting, assignment, joint stock cooperative system, etc. The land circulation is the concerning issues of agriculture, farmer and rural area in China, so how to handle the land circulation problems is an important factor for national sustainable development. Therefore, a new way for the transference of the county land contract for the managerial right has come up on base of that, and we call it land trust circulation.Qingdao is a vice-provincial city of China’s east coast region, where the degree of specialization and modernization in agricultural management is relatively high and the agricultural development level takes a leading position in China. To the land transfer problems, Qingdao has publish related land policy to strengthen the management and services of the rights of contracting rural land, and encourage it transfer with a variety of forms, developing appropriately scaled operations for agriculture. Some new main part of agriculture operate is mature. However, this city is also facing similar problems like other areas in the circulation process of rural land, for example the circulation scale is small, the dispute in circulation contract is sometimes excessive, or the financing in the rural land’s scale management is difficult. Therefore, in this paper, rural land trust pattern has been studied by the method that combined the qualitative analysis with the quantitative analysis, and combined the theory and the practice.Due to the special system of public land ownership in China, the foreign experience of land trust circulation is not very useful for our city. 。The domestic typical patterns in the practice of rural land trust circulation are the Shaoxing Pattern in Zhejiang province, Caowei Pattern in Hunan province, and some circulation pattern participated by professional trust company. These three pattern all acquire good effect. The difference between the three pattern lies in that the bodies of settlers are different. Shaoxing has founded a three-level land trust circulation service organization; Caowei has founded trust company financed by the government; CITIC Trust and other professional trust company have also begun to participate in the market of land circulation. By the systematical research on the theories, from the present situation of city’s rural land circulation, the characteristics and effect analysis of it, and combining with the related cases about the land trust models in the other place, this article will conclude a regional trust circulation pattern:guide by the government, entrust by the cooperative and run by professional trust company. Finally, the paper makes some policy recommendations on influencing factors for government in its management and guidance of the land transfer, such as the excitation and constraint for main parts, how to build the service system, how to complete the guarantee system, how to improve the legal system, and so on.
