| Since the reform and opening up,China’s economy has grown rapidly.However,the upgrading of industrial structure has lagged behind,forming the so-called "paradox of China’s industrial structure upgrading".Promoting the strategic adjustment of industrial structure has become an important task for China’s economic reform and development.For a long time,the local government’s economic development model of land-operated cities has indeed promoted China’s rapid economic growth.But it also caused many problems,such as land financial dependence,high housing prices,industrial structure imbalance and so on.As the foundation of industrial economic development,land has become an important tool for local governments to develop regional economies and local government’s behaviors of land transfer will inevitably have a non-negligible impact on the upgrading of China’s industrial structure.Firstly,this paper defines the related concepts of industrial structure upgrading and demonstrates the indicators of industrial structure comprehensive index and industrial structure rationalization index.Secondly,this paper uses the data statistics method to divide the industrial structure upgrading stage of China and analyzes the characteristics of each stage.Combined with the factual description,it analyzes the impact of government land transfer behavior in the process of industrial structure upgrading.Then,this paper analyzes the institutional basis of land transfer,mainly demonstrating the motive and internal logic of local government land transfer behavior from three aspects: fiscal system,government governance system and land system.In addition,this paper further uses the panel data of 281 prefecture-level cities in China from 2005 to 2016,and empirically analyzes the impact of local government land transfer behavior on industrial structure upgrading from the two dimensions of land transfer area and transfer price,distinguishing between land transfer and bidding.The study found:(1)From a national perspective,the increase in the land transfer area is not conducive to the upgrading of industrial structure.The increase in the area of land auction has no significant impact on the upgrading of industrial structure.Price increase in the land agreement transfer,bidding and auction are all conducive to the upgrading of the industrial structure.In other words,the local government blindly expands the area of land transfer,although it can promote rapid economic growth in the short term,but ultimately it is not conducive to the upgradingof industrial structure.Only by rationally increasing the supply of land and returning land prices to the level of marketization can we promote the transformation and upgrading of industrial structure.(2)Through regional heterogeneity analysis,the increase in the area of agreement transfer has a significant inhibitory effect on the upgrading of industrial structure in the eastern,central and western regions.However,the suppression of industrial structure upgrading in the central region is significantly greater than that in the eastern and western regions.The increase in land transfer price has significantly promoted the upgrading of industrial structure in the eastern region.The increase in the price of land auctions has a positive impact on the upgrading of industrial structure in the central region.Obviously,the local government in the central region has more intervention on the land market than the eastern and western regions.They pay more attention to the growth of the regional economic aggregate.They are eager to accelerate the industrialization process in the region but they neglect the rational layout of the industrial structure,eventually leading to the lag of the industrial structure.(3)Through the stage heterogeneity analysis,land auctions during the period of 2005-2007 and 2013-2016 are conducive to the upgrading of industrial structure and land auctions during 2008-2012 are not conducive to the transfer of industrial structure.That is to say,in order to maintain stable economic growth during the financial crisis,excessive intervention in the land market distorted the allocation of resources,resulting in an imbalance in the industrial structure and ultimately inhibiting the upgrading of the industrial structure. |
