Supply chain finance is the industrial ecology that builds the mutually beneficial coexistence, continuous development, and benign interaction of banks, enterprises, and commodity supply chains, realizes a multi-win situation in the supply chain, and has the potential for research and development and practical application.Supply chain finance has effectively reduced the bank's credit risk and expanded the bank's business scope;effectively alleviated the difficulties of SME financing in China and reduced the financing cost of SMEs;and integrated the financial resources for the entire supply chain.,improve the competitiveness of the entire supply chain or even the entire industry. The research on the theory and evaluation of supply chain finance ecological environment has important value for the healthy and sustainable development of supply chain finance in China and the establishment of a good supply chain financial ecological environment.Based on the above background, this paper takes the evaluation of supply chain financial ecological environment in 31 cities in China for nearly five years as an entry point to empirically analyze the influencing factors, actual conditions and performance characteristics of China's supply chain financial ecology, and finally settles on how to improve the supply chain promote the smooth and healthy development of the supply chain financial ecosystem. In terms of research methods, this article focuses on the combination of theoretical and empirical analysis. In terms of theoretical analysis,it systematically reviews and tracks domestic and foreign relevant theories and methods, and defines the concept, connotation, and characteristics of the supply chain financial ecology. In terms of empirical analysis, the basis has been constructed. The framework of theoretical evaluation indicators, combining the cloud distance measurement algorithm with TOPSIS,proposes the cloud-TOPSIS method, applies the research on China's supply chain finance ecology, and tries to construct a scientific and reasonable framework for evaluation and analysis of supply chain financial ecology in China's provinces and cities. In the research process, this article takes the cross-section of the supply chain ecology of the 31 cities in China as the cross section, and takes the influencing factors and comprehensive evaluation of the supply chain financial ecology as.the main research line.Firstly,it elaborates the theory and method basis of supply chain finance ecology, systematically sorts out the existing research results of supply chain finance ecology at home and abroad, and constructs an evaluation index system of supply chain finance ecological environment; In empirical research, based on the theoretical analysis of the factors affecting the financial ecological environment of China's supply chain, first, the selected indicators for assessing the financial ecological environment of China's urban supply chain are standardized through data pretreatment, and the coefficient of variation method is used.Indicators are weighted by multiplying the standardized scores of the relevant indicators of each city with the index weights and summing them to obtain the index scores, including:financial foundation, social credit environment, financial institutions, financial markets and enterprises(credit risk);According to various index scores, the cloud-TOPSIS model is used:constructing a cloud evaluation matrix, determining positive and negative ideal clouds, and constructing distance measurement of cloud information sets, calculating the relative closeness and overall ranking of cloud matrices in 31 cities in China. Finally, according to the comprehensive ranking of each city and the scores of various sub-indexes,the comprehensive status of the supply chain financial eco-environment in 31 cities in China and the performance of each sub-item evaluation index of the supply chain financial eco-environment were analyzed.
