With the rapid development of social economy and the rapid advance of industrialization and urbanization, regional development demands more land. Whereas much more contradiction between the protection of cultivated land and land demanded is anticipated. In order to meet the demand for land to develop economy, to ensure a certain amount of cultivated land for food security, to protect the ecological environment and to achieve the sustainable use of land resources at the same time, the extensive utilization and the inefficient use of land must be stopped in an effort to prevent the unlimited expansion of construction land and gradually turns to intensively utilize the land. It is of great significance to make full use of the existing construction land and rural residential land. With an aim to realize the optimal allocation and the rational utilization of land resources in the end, consolidate the rural residential areas to improve the use efficiency of rural residential land and balance the urban and rural development and ease the contradiction between the increasing demand and the insufficient supply of city construction land.Study of the potential land evaluation consolidation of rural residential area provides the basis for the revision of land use planning. In the preparation of land use planning, the land use target and reasonable arrangement land and the efficient use of land are all must be based on the current use of land. The results of the evaluation of the land consolidation and evaluation can objectively reflect the level of the potential land use of the villages. Current land intensive use degree is low, indicating that the land utilization rate is low and the efficiency is not high. The formulation of land use policy requires more consideration to the rural residents of the internal potential. The calculation of the potential of rural residential land consolidation in Zhu Cheng city will promote the smooth implementation of the rural residential areas directly. By rural residents in Zhu Cheng city collation and study of Zhu Cheng city rural residential consolidation potential and potential coefficient estimates and providing the relevant government reasonable decision and plan for implementation, help finishing rural settlements work and the implementation of promotion.Methods and ideas of the potential of rural residential land consolidation are enriching. Through field research and scientific analysis of the survey results, benchmarking regional residential status and the characteristics and problems of the summary, determine the consolidation mode reasonably and selection model can be better with the goal of regional potential measurement and the final estimates of potential science reflect estimates of regional practical potential.In this paper, drawing lessons from the research of rural residential land consolidation and other related areas from previous studies, we studies the potential of rural residential land, with Zhu Cheng city as an example. This study is conducted with the integrated use of standard method of construction land and the average standards of construction land, the theoretical value of the consolidation potential of rural residents in Zhu Cheng city is 5475.1 hectares through weighted calculation. In establishing rural residential area's comprehensive correction system, apply subjective AHP method and the calculation method of the coefficient of variation to get the potential of the correction coefficient. Then, combine with the theoretical values and the rural residential consolidation potential of the city is calculated to be 2504.98 hectares. The potential release rate of the city's rural residential consolidation potential is 45.7%. On the basis of it, this paper tries to classify the potentials into three levels and completes the partition in a further step according to the different potential coefficient of the rural settlements. The rural residential land consolidation mode is also discussing. Then this thesis analyzes the current rural residential land consolidation mode combined with the status of Zhu Cheng city to explore a reasonable mode of rural residential land consolidation there. Moreover, the issues and policies related with the implementation of rural residential land consolidation are also researched. Discussion is then made on the village relocation, the urbanization development model and the problems in implementing it. According to the actual situation of Zhu Cheng city, this paper finally puts forward the corresponding countermeasures in order to provide the basis for the planning of the land in Zhu Cheng city and the consolidation of its rural settlements.
