Performance Analysis Of Environmental Assessment About Hunan Regional Financial Consumers' Legal Rights Protection

The international financial crisis has exposed the malady in economic development and drawn increasing attention from all sectors of society about the insufficient protection of financial consumers in financial industry and market.After the crisis,one of the key contents of financial regulatory reform was to strengthen the protection of legal rights financial consumers deserve.In recent years,China's financial regulatory authorities has paid more and more attention to the protection issue,who is gradually implementing the protection work nationwide.The estimation of the protection environment can provide a comprehensive disclosure of the financial consumption environment to the society to better the protection.Since 2014,Hunan Province participated in the trial work of environmental protection assessment for financial consumers' legal rights.From 2015 to 2017,the assessment work has been carried out in an orderly manner in 14 cities.This paper will start with the environmental construction theory about financial consumer rights protection and analyze the environment and background of relevant industries in Hunan Province.Based on the analysis above,the index system,data source and measurement method for assessment of environmental protection will be introduced,and the analytic hierarchy process method was used for obtaining the assessment result for three years,which will be comparatively analyzed.This paper will carry out the assessment through the work of information disclosure,trade fairness,dispute settlement,mechanism guarantees,legal protection,and inclusive finance to illustrate the specific effects achieved by assessment of environmental protection in Hunan Province combined with the typical cases study in some cities,.Besides,based on the problems of protection and assessment exposed in analysis process,some suggestions for bettering the assessment of environmental protection and improvements for effective assessments have been presented.The main conclusions and achievements of this paper are as follow:(1)the index system has been improved based on the trial work for these years,which reflect the principle of availability,reliability and sustainability;(2)the evaluation of protection environment in Hunan has been facilitated and promoted,the work efficiency has been significantly improved,which achieve the goal of boosting the construction by evaluation;(3)the appraisal work has been fruitful,financial consumers' awareness on their own protection has been continuously enhanced,and mechanisms for financial institutions to safeguard consumers have been effectively improved,protection from financial authority has been enhanced gradually,as well as the financial environment has been optimized efficaciously;(4)there are still some problems in the method and process in evaluation need to be solved which are listed in the paper;(5)to better the effects of evaluation and solve those problems,a long-term mechanism countermeasure has to be built.
