The new urbanization is the transformation from "township" to "city" in terms of population,economic,society,environment,lifestyles and so on.It is a non-equilibrium,dynamic and changing process.The new urbanization is people-oriented,adhering to the concept of comprehensive and coordinated sustainable development.The extensive urbanization focuses only on quantity and neglects quality,the simple pursuit of the increase in the number of cities and the expansion of the scale of the city leads to a series of problems,such as high prices,the structure of the real estate market,and the quality of the city.The reasons for this series of problems are partly due to the defects of the real estate tax system.Therefore,more and more scholars call for real estate tax reform,the voice of the real estate tax reform is also getting higher and higher.Generalized real estate tax is the tax related to the real estate,involving real estate development,circulation and holding links.The real estate tax of this article refers to property taxes,urban land used tax,land-appreciation tax,tax on land occupation and deed tax.Among them,land-appreciation tax,tax on land occupation and deed tax are transaction tax,property taxes,urban land used tax are the holding tax.In this paper,the impact of real estate tax on the new level of urbanization as the research object,the real estate market as a medium variable.Theoretical analysis shows that the real estate transaction tax will promote the new level of urbanization,the real estate holding tax will inhibit the construction of new urbanization in the region and promote the construction of new urbanization in adjacent regions.In addition,the theory also analyzes the impact of local public expenditure and urban-rural income disparity on new urbanization.In order to further study the impact of real estate tax on the new urbanization level,this paper selects the provincial panel data of 31 provinces from 2005 to 2016,and takes the comprehensive development level of new urbanization as endogenous variable,real estate tax,real estate price,real estate investment,local government expenditure,the income gap between urban and rural areas as exogenous variables.Using Ordinary Measurement Methods and Spatial Econometric Methods for Empirical Analysis.The results obtained by using the space measurement method are obviously inconsistent with the results obtained by ordinary measurement methods.This fully reflects the role of the spatial weight matrix.The empirical analysis found that the increase in real estate holding tax to promote urbanization is not due to spatial spillover effects,but that the increase in real estate investment level will inhibit the level of urbanization in the region.That is,the increase in retained taxes leads to a reduction in investment and thus to an increase in the level of urbanization.Local public expenditure has a weak or even negative effect;real holding estate tax does not have a spatial spillover effect;real estate investment has a poor driving effect,and causes inconsistencies between empirical results and theoretical analysis.Therefore,from the aspects of solving local fiscal revenue and improving the adjustment ability,the following suggestions are made:Determine the goal of real estate tax reform;Improve the status of possession tax;According to the principle of statutory taxation,complete real estate tax legislation at the central level as soon as possible.
