Research On The Operational Efficiency Of Entrepreneurial Eco-system Among Provinces In China

Entrepreneurial activities are indispensable for enhancing the regional economic,talent aggregation and sustainable development of industries.Entrepreneurial process is a very complicated process.The starting and development of new enterprises are affected by the entrepreneurship heterogeneity,the diversity of entrepreneurial resource needs,and regional entrepreneurial environment and so on.Paying attention to the health status of entrepreneurial ecosystem is of great theoretical and practical significance to raise the level of regional entrepreneurship,increase the proportion of entrepreneurship in the economic progress.However,the performance of entrepreneurship in different regions often varies greatly.The issue of "two skins" of innovation and entrepreneurship has become increasingly prominent.How to correct the existing problems has become a hot issue in academia.Technological innovation is crucial for improving entrepreneurial efficiency.Based on the view of ecosystem,this paper constructs a two-stage three-system model which describes the conduction from science and technology innovation to entrepreneurship,and uses network DEA method to evaluate the operational efficiency of China's regional entrepreneurial ecosystem in order to explore the driving force of entrepreneurship;then analyzes the six dimensions of the economy,the maturity of technology market,the degree of government support,the degree of industry-university-research cooperation,the entrepreneurial traits,the scale of entrepreneurial support institutions that may enhance the operational efficiency of entrepreneurial ecosystem by fsQCA to find what kind of combination of factors will make it possible for the entrepreneurial ecosystem to operate with high efficiency.The result of network-DEA shows that due to the unreasonable situation transformation system in Beijing and Jiangsu,entrepreneurial eco-network lacks self-organization and adaptability which causes unpleasant entrepreneurial performance;there are significant differences between the technological innovation and achievement conversion,the low efficiency of commercial application of innovation in the second stage is the main reason leading to the low overall efficiency;the fsQCA path analysis shows that good regional economic conditions may bring about the high efficiency of the entrepreneurial ecosystem;in the case of relative disadvantages of regional economic development,the interaction between the mature technology market and entrepreneurial support institutions can also produce high efficiency;the industry-university-research cooperation and entrepreneurial traits can also produce high efficiency,as a consumer of entrepreneurial ecosystem,the personal characteristics of entrepreneurs are crucial for the exploration of entrepreneurial opportunities.This paper evaluates the operating efficiency of entrepreneurial ecosystem by establishing a reasonable evaluation system and ranks them according to their efficiency.It concludes a variety of pre-causal configurations which can produce with high efficiency,in order to provide a complete theoretical and empirical reference for the construction of entrepreneurial ecosystem.On the one hand,this paper has been supplemented to the existing research and provided reference for scholars in the same area;on the other hand,it has provided reference operational policy recommendations for the good operation of the entrepreneurial ecosystem.
