The Impact Of Intellectual Property Right Protection On Technological Innovation

With the deepening of globalization,intellectual property rights and innovation become the cornerstone of national competitiveness.In China,on the one hand,with the rapid development of the economy and society,the demand for independent innovation is more and more,and the strength of independent innovation is becoming stronger and stronger.On the other hand,as a developing country,the development of China's technology need to rely on imitation innovation,for example,international trade technology spillover,FDI technology spillover and so on.Therefore,at present,in order to achieve the innovation driven strategy and achieve sustained economic growth,China needs to consider two innovative ways: independent innovation and imitative innovation.China needs to establish a rule of intellectual property protection suitable for its own situation,which should be able to stimulate innovation to the greatest extent.In the case of two innovative ways that need to be taken into account both independent innovation and imitation innovation,is the stronger the protection of intellectual property right,the more conducive to China's innovation? To answer this question,we must understand the impact of intellectual property protection intensity on innovation in China.In the review of the research on the relationship between intellectual property protection and innovation,this paper finds that scholars from different perspectives and objects are not completely consistent,and few scholars have studied from the perspective of independent innovation and imitation innovation.This paper argues that it is necessary to divide innovation into independent innovation and imitative innovation in China,so as to study the impact of intellectual property protection on them.According to this,this paper first combs the connotation of intellectual property protection,constructs the index system of the intensity of intellectual property protection,and uses the principal component analysis method to determine the weight of each province's intellectual property protection intensity index.The two modes of innovation-the connotation and the status quo of independent innovation and imitation innovation are combed.In general,although China's independent innovation is constantly increasing but still has a big gap with the developed countries,the original innovation of the enterprise is insufficient,and the imitation innovation is more dependent on the original innovation.Secondly,this paper analyzes the theoretical basis of intellectual property protection and its influence mechanism on independent innovation and imitative innovation,and puts forward the hypothesis of this paper.Then,the panel data of 31 provinces in China for 11 years and panel regression analysis are used for empirical analysis.The results show that the greater the intellectual property rights protection intensity from 2005 to 2015,the stronger the ability of independent innovation in China,and the change of intellectual property protection intensity in this period has no significant influence on the ability of imitating innovation in China.Therefore,we believe that in order to promote innovation,China should appropriately enhance the intensity of intellectual property protection.
