A Study On R&D Input, Independent Innovation And Optimum Intellectual Property Protection

With the globalization of economy and technology,independent innovation has been a key factor of a country's sustaining competition.And as a major source of the innovation, R&D is restrained with many factors,among which the intellectual property protection is significant.But there is little research on macroeconomics of intellectual property rights protection until now,which is far behind the requirement of economic practice.Based on mathematical model and the empirical research,this paper analyzes the effects of intellectual property right protection on R&D input and independent innovation,and then it discusses the solutions.The results of the paper show that,in china,the enhancement of intellectual property protection has promoted the improvement of independent innovation ability in some extent. But because of the R&D spillover effects,the intellectual property protection has not promoted R&D input.On the other hand,the firms' self-protection can substitute the intellectual property system to some extent.The secrecy level of the firm could be improved with the reduction of protection to the intellectual property.Therefore it is a reasonable supplement for the firm's secrecy measures to the intellectual property system. And the last section summarizes the whole paper and takes forward corresponding suggestions for the improvement of Chinese independent innovation ability.
