With the development of market economy,people are facing more opportunities.Fierce market competition poses severe challenges to human resources management in quasi public sectors.The entry and rise of excellent science and technology companies at home and abroad,its flexible management strategy and advanced scientific research infrastructure have highlighted the defects of the national scientific research hardware environment and organization mechanism.But it is the backward phenomenon of these institutional policies and working environment that lead to the low enthusiasm of the scientific and technical personnel of the quasi public sector,and thus cause the loss of employees,which seriously affects the healthy development of scientific research institutions,the efficiency of operation and the living space.Among them,the lack of flexible employment mechanism,inadequate management system,lack of humane working environment and unreasonable salary system have caused the turnover intention of employees to a certain extent,restrict the scientific research progress of the quasi public sector,and make the scientific research institutes in our country lack the competitive power and form a vicious circle.In this case,we must analyze the reasons for the employee turnover in the quasi public sector,and discuss the strategy of strengthening the stability of the staff,reducing the turnover rate and improving the satisfaction of the employees so as to promote the rapid development of the quasi public sector in our country.In this paper,through the discovery of abnormal phenomena,research problems,literature review and analysis of problems,and taking the theory of the problem of employee turnover at home and abroad as a reference and empirical investigation,and discussing the current situation of the loss of staff in the Institute with the staff,this paper takes the A Research Institute of the Chinese Academy of Sciences as an example to find out the most important factors.The typical factors that affect employee turnover,and the theoretical results of domestic and foreign scholars in the field of human resources,put forward solutions.
