Study On Structure-impact And Technology-impact Of Middle-China's Production Factors' Productivity Growth

This paper studied the structure-impact and technology-impact of middle China's growth of productivity of production factors in the base of industrial structure evolution theory and technical progress.Firstly,the level of middle China's industrial structural evolution was measured by measuring the levels of industrial structure's rationalization and promotion.Then the level of technical progress was measured by using the Solow Model.At last,the shift-share method was used to analyze the impact that middle China's industrial structural evolution and technical progress would have on the growth of production factors' productivity.The results showed that middle China's industrial structure was out of balance,and the level of industrial structural promotion changed in a direction opposite the change of industrial structural rationalization's level.The reason was that middle China's industrial structural promotion was relied only on the development of secondary industry and tertiary industry.The development of primary industry was fell behind other two industries.As the development of the three industries was out of balance,provinces with higher level of industrial structural promotion had a lower level of industrial structural rationalization.Rate of technical progress of middle China rose from negative level to positive level within fluctuation in 1978-2016.The speed of technical progress was unstable.Economic development,restriction on capital transfer,and educational level had a deep impact on the change of rate of technical progress.Economic development and restriction on capital transfer would influence quantum of capital input,and the educational level would influence supply of technical personnel.Otherwise,developed countries put a ban on exporting advanced technology to China.As a result,middle China had little access to acquire advanced technology.The industrial structural evolution and technical progress in middle China had positive effects on labor's productivity and fluctuate effects on capital's productivity.For the labor's productivity,the industry-structure-impact and technology-impact were both positive,and that meant the regular pattern of labor transfer was moved from industry sectors with lower productivity(or productivity growth)to those with higher productivity(or productivity growth).In the meanwhile,the industry-structure-impact of capital's productivity was negative,and the technology-impact of capital's productivity was rose from a negative level to a positive level in 1978-2016.This meant that middle China's industrial structure hampered growth of capital's productivity,and industrial structural evolution had a long way to go.It was a significant that capital was not transferred from lower productivity(or productivity growth)to higher productivity(or productivity growth)like labor did.The structural evolution and technical progress of three industries had different impacts on different production factors' productivity.The primary industry's structural evolution had a negative influence on both labor's and capital's productivity as both labor and capital were outflew from the primary industry to other two industries.Otherwise,technical progress of the primary industry had a positive impact on labor's productivity growth in 1978-2016 and a negative impact on capital's productivity growth in 1980 s.The reason was speed of technical progress was so slow that ratio of technical progress fell behind growth of capital input.For the second industry and tertiary industry,impacts that structural evolution and technical progress had on labor's and capital's productivity varied from bad to good,and technical-impact was more positive than structure-impact.According to the change of middle China's production factors' structure-impact and technology-impact,there existed significant benefits of policies.When economic system and policies that launched by government were good for liberating the productive forces,pushing forward transfer of production factors and technical progress,structure-impact and technology-impact were significant positive.The industrial structural evolution and technical progress would promoted the growth of production factors' productivity.Middle China's industry policy should push forward the development of the primary industry while the development of the second industry and tertiary industry retained supremacy.Guided the transfer of production factors,and promoted the evolution of industrial structure.Push forward technical progress was necessary,too.Technical progress ration should be keep stable,and the speed of technical progress should be elevated.To take full advantages of structure-impact and technology-impact in the growth of middle China's production factors,district policies should be made accord with national policies and characteristics of middle China's industrial structural evolution and technical progress.
