A Study On The Optimization Of Financial Control In Xing Hua Group

In the development of modern economy,group enterprises,as an important form of economic organization,play a pivotal role,and are also an important pillar of a country standing on the world economic stage.With the transnational,cross-regional,diversified and large-scale development of the group enterprises,the complexity of the financial activities faced by the group enterprises increases.In the complex financial activities,how to strengthen the financial control of the group enterprises,giving full play to the scale and synergy of the group and maximizing the financial value of the group is of great importance to the healthy and sustainable development of the group enterprise.The theoretical circle and the management manager of the group enterprise are constantly exploring and practicing.This paper conducted in-depth analysis on the Xing Hua Group,based on the theoretical and practical research of domestic and foreign financial control.It closely related to the basic theoretical framework of research at home and abroad,using the literature research,on-the-spot investigation method and case study method,conducting systemic research of the current situation in financial control in Xing Hua Group,and found that there are a lot of problems such as the organization of financial control is not sound,low operating efficiency of assets,ignoring the budget management,blind investment,low level of financial information.In view of the situation of Xing Hua Group,analyzing the causes of these problems is that the group financial control consciousness is weak,financial control system and internal control system are imperfect or becoming a mere formality,audit supervision and evaluation does not reach the designated position,etc.;According to the small scale of Xing Hua Group and its mature stage of development,the market tends to be stable.In orde r to stimulate the enthusiasm and creativity of sub-subsidiaries,the Group must allocate financial rights reasonably.Therefore,this paper focuses on financial organization control,asset management and control,budget control,investment control and information control,etc.,optimizing the allocation of financial power,and putting forward a set of optimization scheme of financial control for Xing Hhua Group : establishing a scientific and reasonable financial management center;optimizing management,select high assets operating efficiency;establishing a comprehensive budget management system;optimizing investment decision-making mechanism and process;constructing information integration platform etc.This paper describes the implementation of the above financial control optimization program as:the preparatory work being well done,adjusting the organizational structure,perfecting the system and combing the process,constructing information system.This paper also puts forward the safeguard measures of the implementation which requires the control environment,personnel and mechanism,etc.Through the implementation of the optimization scheme proposed in this paper for Xinghua Group,the group can enhance its financial control ability,optimize the alloca tion of resources,and fully stimulate the enthusiasm and initiative of each sub-subsidiary making joint efforts to realize the goal of maximizing the financial value of the group,and finally ensure the healthy and sustainable development of the group.This paper attempts to start from the Xing Hua Group and research on optimization of financial control measures,put forward the optimized scheme,implementation and safeguard measures of group financial control,which provide the reference opinion for other domestic small and medium-sized enterprises groups of financial control theory and experience.
