Research On The Current Situation And Countermeasures Of Innovation And Entrepreneurship Development In Xiangjiang New Area

Innovation and entrepreneurship is the emergence of the new situation under the pressure of China's economic growth and the transformation and upgrading.It is a new growth point of the national economy.Since 2014,when "Mass Entrepreneurship,Mass Innovation"was put forward,there has been an upsurge of innovation and entrepreneurship all over China.However,due to the short development time and immature development of "Mass Entrepreneurship,Mass Innovation" in China,innovation and entrepreneurship are still facing difficulties and challenges at present,so it is of great significance to study innovation and entrepreneurship for releasing new kinetic energy of economic development and building new engine of economic development in our country.The Xiangjiang New Area is the first state-level new area in the central region,and it is also the first batch of national demonstration bases of "Mass Entrepreneurship,Mass Innovation".It has important reference significance forspeeding up the construction of "Mass Entrepreneurship,Mass Innovation",cultivating the model of "Mass Entrepreneurship,Mass Innovation" and leading the development direction of "Mass Entrepreneurship,Mass Innovation"in the province to explore the current situation of innovative and entrepreneurial development in the Xiangjiang New Area and to look for the existing problems in the current development of Xiangjiang New Area.This paper introduces relevant theories at home and abroad,evaluates the current.situation of innovation and entrepreneurship development in Xiangjiang New Area by the method of qualitative and quantitative combination.Qualitatively,this paper systematically analyzes the current development situation of "Mass Entrepreneurship,Mass Innovation" in Xiangjiang New Area from the five dimensions of economy,talent,platform,environment and industry.In quantitative aspect,the relevant evaluation index system is established,and the innovative and entrepreneurial ability index of Xiangjiang New Area during 2012-2016 iscalculated by entropy method.the index of innovative and entrepreneurial ability of 18 new areas in 2016 is concluded by comparing Xiangjiang New Area with other 17 state-level newareas.And cluster analysis is applied to classify each index and find out the location of each index of Xiangjiang New Area.From the evaluation results of innovation and entrepreneurship in Xiangjiang New Area during the 5 years,we canget to know:the index of innovative and entrepreneurial ability of Xiangjiang New Area during 2012-2016 hasshowed a trend of continuous increase.During the five Yeaes,the index has increased by 96 percent,but in 4 secondary indexes(economic strength,innovation ability,innovation and entrepreneurship potential,innovation and entrepreneurship service),the growing rate of indexes in economic strength and innovation and entrepreneurship potential is not significant and relatively slow,indicating that at the present stage the impetus of "Mass Entrepreneurship,Mass Innovation"in Xiangjiang New Area is not enough.The results of comparison withother 17 national new areas show that(1)the index of economic strength in Xiangjiang New Area is at a low level,and there is a big difference when comparing with the Binhai New Area,Pudong New Area and other new areas established earlier,indicating that the support of economic strength to "Mass Entrepreneurship,Mass Innovation"in Xiangjiang New Area needs to be strengthened.(2)the index of innovation ability in Xiangjiang New Area is influenced by the two back-ranking indexes:amount of technical contracts and the proportion of R&D expenditures in GDP.It ranks 6th among the 18 new areas and is at a medium level,indicating that the achievement transformation rate in Xiangjiang New Area is low,and investment in R&D needs to be strengthened.Finally,according to the results of the analysis,This paper puts forward the development countermeasures from four aspects:speeding up the cultivation of innovative industrial chain,increasing the investment of innovative funds,promoting the transformation of scientific and technological achievements,and constructing a perfect management and service system.
