| Over the past three decades,China has made great achievements in poverty alleviation,and a large number of poor people have been lifted out of poverty and become rich.However,under the new poverty standards,there are still 30 million people living below the poverty line by 2017,and the task of poverty alleviation is still arduous.Photovoltaic industry Poverty Alleviation provides a new way of sustainable development for poverty alleviation project.With the introduction of favorable policies,the“Photovoltaic Industry Poverty Alleviation”has been launched in an all-round way.After more than three years of pilot work on helping the poor in Photovoltaic Industry Poverty Alleviation,Ningxia,Anhui,Shanxi,Hebei,and many other places have achieved initial results,but their sustainable development is facing a lack of construction funds,income dependent subsidies,late operation and maintenance of inadequate support,and other challenges.Therefore,it is great practical significance to try to find a more sustainable development model in the project of “ photovoltaic industry poverty alleviation”which is suitable for popularizing the whole country.Based on the literature review,firstly this paper defines the concept of photovoltaic industry and photovoltaic industry poverty alleviation,and the antipoverty theory,welfare economy theory and industry development theory are introduced as the theoretical basis of this paper.Secondly,combing the current situation of photovoltaic industry,it is found that the proportion of photovoltaic industry in the energy structure of our country continues to grow,but the domestic market is not completely open,and China's rural areas are suitable to develop photovoltaic industry in order to promote the development of domestic market.By increasing the income of poor households,expanding the photovoltaic industry market,realizing the integration of photovoltaic industry and agriculture,combing the background of the proposed poverty alleviation of photovoltaic industry,in order to better understand the implementation of photovoltaic industry poverty alleviation,according to the East,the Middle,the Western regional division is divided into the first batch of six provinces and regions of China's photovoltaic industry to help the poor,and the current situation of thephotovoltaic industry poverty alleviation development in each region is expounded.Thirdly,the paper analyzes the mechanism of helping the poor of photovoltaic industry from four aspects of financing source,construction&maintenance,grid connection operation and benefit distribution,and also makes a comparative analysis of four kinds of photovoltaic industry poverty alleviation models existing in our country,such as the household distributed photovoltaic power generation system,village photovoltaic power station,ground concentrated photovoltaic power station and agricultural and optical complementary photovoltaic power station,for clarify how to drive poor households to increase their income under different modes of photovoltaic industry poverty alleviation.Finally,based on the analysis of models and mechanisms,the Shanxi Province as an example of field research,through questionnaires to obtain poor households involved in photovoltaic industry poverty alleviation project satisfaction data,using the fuzzy comprehensive evaluation method for the overall and sub-model evaluation of photovoltaic industry poverty alleviation effect.The research results show that the sustainable development of photovoltaic industry is still facing challenges,in order to achieve a better poverty alleviation effect of photovoltaic industry,it is pointed out that government guidance to alleviate the lack of funds,technological progress to reduce the cost of power generation and photovoltaic enterprises to do a good job in late operation&maintenance policies are put forward. |
