Research On Risk Management Of Medical PPP Projects

With the continuous improvement of China's economic level and people's living standards,people's demands for medical facilities,medical environment and quality of medical services have been improving.So,the development of medical and health institutions,especially public hospitals in China,has entered a rapid growth period.The investment scale of medical facilities is increasing,the momentum of construction is becoming more and more fierce,and the construction standards are becoming higher and higher.But at the same time,especially in some underdeveloped areas,the government is difficult to support the construction cost of medical infrastructure,which leads to a series of problems such as irrational allocation of resources in medical industry and low efficiency of service system.PPP financing model can effectively attract social capital to participate in the construction of infrastructure,not only make up for the shortcomings of the public and private sectors in the project operation and management,but also play their own advantages,which has become the first choice to start the medical project.However,at present,the development of medical PPP project in China is not mature enough,the experience is relatively short,and the medical PPP project has the characteristics of complexity,long period,strong professionalism,complex medical architecture technology and outstanding service characteristics.These characteristics make the project face greater risks than other projects.Therefore,whether we can manage risks scientifically and effectively has become the key to success of PPP projects.This paper summarizes the research findings of PPP project risk management at home and abroad from three aspects of risk identification,evaluation and sharing,and determines the contents,ideas and methods of this study.Secondly,it systematically expounds the origin,definition and related theories of risk management in PPP mode,and analyzes the characteristics and causes of medical PPP project risk.With the principle of comprehensive risk,using case analysis and process analysis,taking the medical PPP project of HB Affiliated Hospital as an example,the risk index which has little influence on the medical PPP project of HB affiliated hospital is excluded by the method of expert investigation,and the risk factors are analyzed by the analytic hierarchy process and fuzzy comprehensive analysis method.The risk weight ranking and the overall risk level of the PPP project of HB affiliated hospital were obtained.Finally,from the three angles of risk avoidance,risk transfer and risk sharing,the corresponding risk assessment measures are made according to the analysis of the results of the risk assessment of the medical PPP project in HB affiliated hospital.In order to provide valuable reference for risk management of such medical PPP projects in the future.
