| Under the background of the financial crisis,the State Council proposed to develop strategic emerging industries and clarified that the important role of developing strategic emerging industries in promoting the sustainable development of the economy,promoting the upgrading of the industrial structure,accelerating the transformation of the economic mode,and gaining international competitive advantages.Various provinces have also successively promulgated strategic development plans for emerging industries in the region and have taken measures to cultivate and develop strategic emerging industries.As a major province of science and technology,Jiangsu Province wants to acquire a competitive advantage under a new round of international competition must vigorously develop strategic emerging industries.Technological innovation is the core of the development of strategic emerging industries.Enhancing innovation strength is the key to nurturing and developing strategic emerging industries in various localities.This article adopts a combination of literature review method,normative research and empirical research,quantitative and orientation methods to elaborate the connotation of strategic emerging industries and analyze the innovation status of strategic emerging industries in Jiangsu Province.Through analysis,we pointed out the advantages and emerging problems of Jiangsu's strategic emerging industries in innovation and development.Then through empirical analysis,this paper puts forward some countermeasures and suggestions for improving the innovation efficiency of Jiangsu's strategic emerging industries.First of all,this article based on the study of the status of innovation in strategic emerging industries of Jiangsu Province,with reference to domestic and foreign literature and theoretical basis,designed the indicator system of Jiangsu Province's strategic emerging industries innovation efficiency evaluation.The input indicators are selected from R&D expenditures and R&D activity personnel equivalent to fulltime equivalents.The output indicators are selected to have the number of invention patents and industrial output value.Secondly,this article based on the data collected from the ten strategic emerging industries in Jiangsu Province from 2014 to 2016,this paper adopted the DEA-based CCR model and BCC model,and used DEAP 2.1 measurement software to calculate the comprehensive technologies of Jiangsu's strategic emerging industries.Analyzed the evaluation of efficiency,purely technical efficiency,and scale efficiency.Then summed out the new generation of information technology and software industries,as well as the Internet of Things and cloud computing industry have achieved DEA effective.It also analyzed the redundancy and output shortage of the ten strategic emerging industries.Because the CCR model and the BCC model cannot sort the effective DEA decision units,the DEA cross-efficiency model is introduced.Using the MATLAB 2014 a metrology software,ranked and analyzed the DEA crossover efficiency of the top ten industries is calculated and the innovation efficiency of the strategic emerging industries in Jiangsu Province.Finally: this article summarized the conclusion of empirical analysis.according to the problems faced by the development of strategic emerging industries in Jiangsu Province,combined with the empirical analysis of the innovation efficiency of the ten strategic emerging industries in Jiangsu Province,the paper proposed to improve the innovation efficiency of Jiangsu's strategic emerging industries.The countermeasures and suggestions are: to optimize the use of innovation input resources,enhance the efficiency of industrial innovation;improve the strength of technological innovation,promote innovation in cooperation between industry,university and research institute;actively cultivate innovative talents in science and technology,improve innovation and incentive mechanisms;strengthen the cultivation of markets and establish diversified innovation mechanisms. |
