China is in the decisive stage of the 13 th five-year plan.The period from 2019 to 2020 is important for China to build a moderately prosperous society in all respects.In the key period of China's economic development,strategic emerging industries are regarded as new economic growth points.The technological innovation of the strategic emerging industries is the driving force to promote sustainably develop in these industries.Therefore,it is necessary to measure the technological innovation efficiency of the strategic emerging industries,find out the deficiencies of the industrial development and put forward potential suggestions which can improve the industrial competitiveness and stimulate development.Based on innovation and development theory and the principle of "input output",include input indicators the personnel in R&D activities full-time equivalent,the number of R&D personnel,the stock of R&D activity funds,spending on new product development,technology acquisition spending.Include output indexes the number of patent application,the new product sales income.Using these input and output indicators to build strategic emerging industry technology innovation evaluation system.Secondly,against type of cross efficiency evaluation model is set up to calculate technology innovation efficiency of five strategic emerging industries related industry and 25 provinces from 2010 to 2016.The paper build cross efficiency matrix between different provinces and different industries(14)and use it to calculate average cross efficiency of each decision-making unit value every year.Since the results of the countervailing cross efficiency evaluation model are influenced by consensus factors,the countervailing cross efficiency evaluation model based on consensus factors is established.In order to make the value of consensus degree of each decision making units more accurate,this paper adopts the generalized Jaccard coefficient method to measure the consensus degree between decision making units.Finally,the calculated consensus degree was incorporated into the antagonistic cross-efficiency evaluation model.The efficiency values based on consensus factors between different provinces and industries from 2010 to 2016 were calculated.It is useful to establish a countervaid-type cross efficiency evaluation model based on consensus factors to measure the efficiency of technological innovation,which is helpful to further ensure the fairness and effectiveness of the efficiency evaluation process.The research finds that the technical innovation efficiency of China's strategic emerging industries fluctuates little and the development is relatively stable overall.The technical innovation efficiency mainly changes between 0.4 and 0.6,showing a relatively low technical innovation efficiency.And these efficiency values are not DEA effective.In terms of regions,Beijing ranks first in all technical innovation efficiency,while Hebei rank last.In the terms of industries,the computer and office equipment manufacturing industry ranks first in all technological innovation efficiency,while aviation,spacecraft and equipment manufacturing industry ranks last.Furtherly,according to the results,the model considering consensus factors will have an impact on the ordering of DMU.The higher degree of consensus between decision making units is the fewer decision making units are affected.Conversely,the more decision units are affected.
