The introduction of precision poverty alleviation strategy shows that the poverty alleviation work mode of our country has developed from the past regional poverty alleviation to the present "precision to household to person ",and all localities have carried out precision identification and precision help work with poor households as units.And with the gradual deepening of poverty relief,the performance evaluation of precision poverty alleviation has been concerned by all walks of life.Since 2016,the measures for evaluating the effectiveness of poverty alleviation and development work of provincial party committees and governments have been promulgated and implemented,and the performance evaluation of precision poverty alleviation has been carried out one after another.Enshi City due to geographical,historical,transportation and other reasons many areas become poverty alleviation and development of special hardship areas,this article will be combined with Enshi City Fufu The present situation of poverty alleviation work,the construction of a set of comprehensive poverty alleviation project performance evaluation system,combined with the actual situation of Enshi City precision poverty alleviation project performance scientific and reasonable evaluation,in-depth study and analysis of its poverty alleviation performance and poverty alleviation work problems,put forward targeted,practical countermeasures and suggestions.Based on this,this paper uses poverty culture theory,"3 E" standard theory and triple performance theory as the support to carry out the research.Based on understanding the basic situation of precision poverty alleviation in Enshi city,the index evaluation system of poverty alleviation performance in Enshi city is constructed from the point of view of poor households and combined with the actual situation,including three first-level indicators,11 second-level indicators,and then combined with the actual poverty alleviation situation in Tunbao township,Enshi poverty alleviation office and field visit to obtain data,using hierarchical analysis method combined with fuzzy evaluation method to evaluate the performance of comprehensive poverty alleviation project Y in Tunbao township of Enshi city theempirical analysis of the price,and finally the performance of the poverty alleviation project in Enshi City is scientifically and reasonably evaluated.The results show that the overall performance of the precision poverty alleviation project in Enshi is "very good ",and the poverty alleviation work has achieved good results.In terms of specific performance,the performance of poverty alleviation effect has the highest degree of subordination to "very good ",followed by precision management,precision identification and help;precision identification and help performance has the highest degree of subordination to " better ",followed by precision management;and the performance of poverty alleviation effect has the highest degree of subordination in "general" membership.According to the actual situation of investigation,it is found that although the overall performance of poverty alleviation in Enshi is better,it still needs to further deepen the strength of help and improve the management level.After the price found that the government still needs to further deepen the strength of help,improve management level.At the level of precision poverty alleviation identification and help,we should improve the recognition rate of poor households,strengthen the identification mechanism for educating the poor,including the establishment and improvement of the files of poor households,and encourage enterprises and all members of society to participate in poverty alleviation work.Precision poverty management efforts to achieve sunshine operation,improve the transparency of the screening process of poor households,the use of special funds transparency.We will strive to improve public services such as infrastructure and medical education,develop agro-industries according to local conditions,formulate preferential policies,optimize and upgrade optimization and upgrading of industries as soon as possible.
