China is an agriculture country.Whether the issue of agriculture,rural areas and farmers can be effectively solved and whether hundreds of millions of farmers can embark on a well-to-do road will directly affect the overall situation of the Chinese dream.The science and technology commissar system that has grown and expanded throughout the country in recent years is an important system for realizing agricultural modernization.The implementation of this system has effectively promoted the transformation of agricultural technology,and has significant economic and social benefits.At the same time,we also clearly see that although the system of science and technology commissioners in China is gradually developing and improving,there are still some deficiencies in the system and areas that need improvement.Therefore,this paper hopes to explore the key factors that lead to its inefficiency through the study of the operating efficiency and influencing factors of China's science and technology commissioner system.Guided by this,we will formulate policies to increase its efficiency in a targeted manner and upgrade the service capabilities of scientific and technological special agents.This article takes the total number of S&T commissioners,government input and financial support,and implementation of scientific and technological development projects and total number of service platforms as input variables with output variables including the promotion of new technologies,the introduction of new varieties,the direct drive of the number of farmers,and the value of the entrepreneurship chain of technology commissioners.Using the DEA-BCC model to measure the operating efficiency of the provincial science and technology commissioner system,it is found that there is a problem that the input variable ratio is unreasonable,some resources are not fully utilized.In order to seek specific factors affecting the efficiency difference,This paper chooses each decision unit's comprehensive technical efficiency as dependent variable,with the independent variables including five indicators of the overall economic level,the level of agricultural development,the intensity of financial input,the proportion of technical personnel,and the percentage of paid services,to apply the Tobit model to the regression.The positive and negative effects of the degree of influence were obtained,and the reasons were specifically analyzed.Through data analysis,this paper draws the following four conclusions:Increasing the efficiency of the S&T commissioner system is conducive to the agricultural scientific achievement's transformation,and the smooth development of scientific and technical commissioners;China's science and technology commissioner system's operating efficiency has a lot of room for improvement;The financial input intensity and the proportion of technical personnel are the two important factors affecting the efficiency of the S&T commissioner system.Finally,it is deemed necessary to strengthen the financial support for the operation of the S&T Special Rapporteur system,improve the scientific and technical commissaires' own quality and technical level,and improve the management system and operating mechanism of the S&T commissioner.
