At present,the realization of the three rural development and the goal of agricultural modernization has reached an important stage that needs to rely on the support of scientific and technological progress agricultural technology innovation and agricultural science and technology service to achieve new leap.Objective and reasonable evaluation of China's agricultural science and technology service efficiency and clearly affect the efficiency of agricultural science and technology service factors,to further promote China's agricultural production,farmers income,rural development,promote agricultural science and technology service system to improve the "13th Five-Year Plan" Improve the quality and competitiveness of agriculture "has important practical significance.In this paper,the number of agricultural technical service institutions,the number of agricultural technical service agencies,the number of farmers cooperatives,agriculture,forestry and water affairs expenditure,Spark plan to implement the funds as input variables to agriculture,forestry,animal husbandry and fishery output value,total grain output,rural household operating income,The total efficiency of agricultural machinery as a output variable,with the 2012-2013 year as the study year,first use the efficient efficiency DEA model which can sort and compare the efficiency value of the effective decision-making unit to measure the efficiency of agricultural science and technology service in 31 provinces in China.On the basis of this,the efficiency value of DEA model is used as the explanatory variable,and the six variables of economic development level,human resource endowment,rural infrastructure and natural environment condition are used as explanatory variables,and Tobit restricted dependent variable The model pair is tested empirically.The results show that:(1)On the whole,China's agricultural science and technology service is more efficient and the vast majority is located on the frontier of efficiency.(2)From the regional point of view,China's agricultural science and technology service efficiency is northeast region> western region(3)the measure of the effective irrigation rate of rural infrastructure and the proportion of the three or four highway can significantly improve the efficiency of agricultural science and technology services;measure the regional economic development level of regional per capita GDP,measure the human The three indicators of the per capita education period of rural residents and the impact rate of natural environment conditions significantly inhibit the improvement of the efficiency of agricultural science and technology service,while the rural power consumption indicators of rural infrastructure affect the performance of agricultural science and technology service performance Not significant,yet to be further studied.On this basis,put forward to further strengthen the rural infrastructure construction,actively promote agricultural insurance,to encourage highly educated young adults returning to agricultural business,further consummates our country agriculture science and technology service system,talent structure optimization of basic-level agro-technique extension policy Suggestions.
