From the formation of the dual pension system of pension insurance in 1953 to the reform of the combined pension insurance system for enterprise institutions and pension insurance for employees of enterprises,China is continuously improving the endowment insurance system for institutions and institutions.Regardless of the old-age insurance system adopted,the level of pension treatment and the quality of life of retirees of institutions and public institutions should be protected from declining.Sufficient pension income plays a decisive role in social stability and economic and cultural development.This article evaluates the level of pension benefits for institutions and institutions from the aspects of pension substitution rate indicators and the actual level of pension guarantee.On the one hand,through the international comparison of substitution rate indicators,it has been found that the replacement rate of pensions for institutions and institutions in our country is lower than that of most countries,and the gap between the replacement rates of government institutions and enterprises in the country is also relatively small.On the other hand,judging from the actual level of pension support,the level of pension guarantees for institutions and institutions is not high,and there is even a trend of year-on-year decline.This study measures the basic consumption demand of the elderly population based on the extended linear payout system model(ELES)and compares it with the pension level of retired employees in institutions and institutions.In 2013,the ratio of the basic consumer expenditure of the retired elderly population in government agencies was 77%,of which the ratio of surviving basic consumer expenditures to pensions was 70%,and the ratio of developmental basic consumer expenditures to pensions was about 7%.The pension treatment still has a slight surplus after satisfying basic consumer demand.However,this situation changed in 2015.Although the pension replacement rate for government agencies remains at around 60%,from the perspective of actual consumption expenditure,the pension income of institutions and institutions cannot satisfy basic consumer expenditures.The current situation is that the level of pension guarantees for institutions and public institutions is insufficient and there is a gap with the pensions of enterprises.This paper puts forward the following policy recommendations: In order to improve the level of pension benefits for institutions and institutions,we should pay attention to the construction of occupational annuity to achieve multiple levels of pension security.At the same time,consider the increase in medical costs for the elderly population,the construction of supporting medical insurance and the increase in the reimbursement of chronic diseases.At the same time,in conjunction with the special consumer needs of the elderly population,a scientific pension adjustment mechanism will be established.The basic pension insurance will be indexed according to the survival-type consumer expenditure.The occupational pension will be adjusted according to the development consumer expenditure index to ensure the adequacy of pensions.Pensions for retirees of institutions and institutions should still reflect the value of human capital.The level of treatment should remain small under the same premise as the retirees of enterprises.Fairness,after all,is not equal to equality.
