With the rapid development of science and technology,information flow is more and more convenient,and society has stepped into the era of knowledge economy.In this era,the increasingly important capability of technological innovation has become an important magic weapon for enterprises to survive in fierce competition,especially for small and medium-sized technology-based enterprises.Nowadays,many small and medium-sized technology-based SMEs have developed many technological innovations through continuous technological innovation and created a large number of high-tech products and services.Technological innovation has been proved to be effective in enhancing the core competitiveness of small and medium-sized technology-based enterprises Economic benefits.Therefore,to evaluate the technological innovation capability of science and technology SMEs has the dual meaning of theory and practice.First of all,based on the research and summary of previous research results,this paper analyzes the influencing factors and characteristics of technological innovation in small and medium-sized technology-based SMEs from the perspective of technological innovation,and decides that from the aspects of innovation input ability,innovation R & D capability,innovation Management capability,manufacturing capability,marketing ability,innovation output capacity and innovation external environment,to build the evaluation index system of technological innovation ability of SMEs;secondly,the method of triangular fuzzy number complementary judgment matrix is proposed to carry out index weighting,This method can effectively reduce the error caused by human factors and improve the accuracy of the weight.Then,a gray clustering method is proposed,and the gray fixed weight clustering method is used to evaluate the technological innovation ability comprehensively,and the relevant examples are given Operation demonstration and verification;Finally,combining the research results of this article and the characteristics of SMEs and policy environment,put forward some countermeasures to promote the technological innovation ability of small and mediumsized technology-based enterprises.This paper analyzes the triangular fuzzy number complementary judgment matrix and the grey fixed weight clustering method,and draws the following results: First,in the evaluation index system of technological innovation capabilities of small and mediumsized enterprises,the innovation investment and R&D capability rank the first two places in the weighting ratio.The difference between the weights of the seven indicators is not significant,indicating that the upgrading of technological innovation capabilities of technology-based small and medium-sized enterprises not only needs to focus on improving the investment and R&D of innovation,but also fail to improve the capabilities of other aspects.Secondly,in analyzing the examples of 10 samples,we can find that the method proposed in this paper can effectively evaluate the technological innovation capabilities of SMEs and analyze the weaknesses of each company.The company provides the basis for improving technological innovation capabilities.
