With countries around the world with the rapid development of economy and society,the continuous improvement of people's living standard,people's material life has been greatly improved,but the environmental pollution and resource destruction problem increasingly prominent,especially because of the excessive discharge of carbon dioxide,lead to the problem of global warming is the most worrying.Countries around the world have recognized the importance of this issue and have begun to actively engage in international cooperation to reduce carbon emissions.In order to build a good global ecological environment and follow the path of sustainable development,the development of low-carbon economy has become the common goal of most countries in the world.To develop a low-carbon economy,we must attach great importance to low-carbon technology innovation.On the one hand,industrial enterprises are the main sources of carbon emission in economic and social development.On the other hand,it is also an important practice subject of low carbon technology innovation and promotion.Therefore,it is of great theoretical and practical significance to study low carbon technology innovation in industrial enterprises.In this paper,based on the perspective of public policy,with rational man hypothesis,public choice,external effect and sustainable development theory as the support,built a set of complete theoretical analysi s framework,this paper discusses the influence of industrial enterprise the influence factors of low carbon technology innovation,reveal the influence of low carbon technology innovation of industrial enterprises significant policy factors,puts forward the Suggestions to promote the development of low carbon technology innovation industrial enterprises.Through field visits,this paper investigates 330 industrial enterprises in seven prefecture-level cities in Hunan province,and concludes that more indu strial enterprises are interested in organizing low-carbon technology innovation and development.Article USES the binary classification Logistic regression analysis,found that the energy conservation and emissions reduction policy enforcement,financial subsidies,complete patent protection law system,the industrial enterprise of low carbon technology innovation financing support,and the government green purchase,significant impact on industrial enterprise of low carbon technology innovation will.To accelerate the industrial enterprise of low carbon technology innovation and development,promote the development of green economy,the government should change the traditional administrative imperative methods before,really consider a problem from the position of industrial enterprises,establish a "reward service,and secondly on banning" low carbon technology innovation to guide new way,in terms of microcosmic policy making,want special attention to the interests of the industrial enterprise maximum protection.The following Suggestions are as follows: first,the government should establish complete patent protection laws and regulations to protect the patent of low-carbon technology innovation of industrial enterprises;Secondly,the government should increase public financial expenditure and provide financial assistance for low-carbon technological innovation of industrial enterprises.Third,the relevant government agencies should earnestly implement the policy of energy conservation and emission reduction,and strengthen the production constraints and supervision of industrial enterprises.Fourth,the government should transform and improve its functions to give high quality public services to industrial enterprises with low carbon technology innovation.
