Research On Low-carbon Technology Innovation Policy Support In Hunan Province

Accompanied by rapid express to the world economy moving forward,on the one hand,global most of the human material life quality had the very big change,but on the other hand,the ecological environment pollution problem is increasingly obvious,all kinds of bad behavior,environmental destruction has serious harm to the healthy and sustainable development of human society,the proble m is more and more people all over the world pay close attention to.Developing a low-carbon economy and promoting global green development has become the consensus of all countries in the world today.In order to promote the development of low carbon econ omy,we should set foot on the road of green environmental development,and low carbon technology innovation plays a decisive role.Low-carbon technology,which is the general term for any science and technology that can reduce carbon emissions in the econ omy,has become the primary kernel of a low-carbon economy.This paper choose low carbon technology innovation policy support in Hunan province as the research object,the relevant theoretical knowledge and the integrated use of public management majors,depth analysis of the various types of existing public policy of H unan province,to promote low-carbon technology innovation process,the results achieved and facing an important problem.Based on the experience of developing low-carbon technologies in western developed countries,this paper makes Suggestions and references for the government to promote the innovation and development of low-carbon technologies.Through combing analysis of relevant literature research material,and visit relevant government agencies in Hunan province,refer to study government technical innovation policy documents,know about the practice of low carbon technology innovation policy details.Through theoretical analysis and practical investigation and study can be concluded that the current low carbon technology innovation in Hunan province in the patent protection policy is not sound,lack of preferential tax policies,as well as residents of low carbon life concept of consumption lead policy problems such as insufficient.The lack of policy and is missing,the serious influence of low carbon technology innovation and development of Hunan province,according to the analysis of the existing research results,in reference to foreign developed countries promote low-carbon technology innovation policy,on the basis of practical experience,to further accelerate low carbon technology innovation and develo pment of Hunan province,this paper puts forward the following Suggestions: first,improve the low carbon technology innovation patent protection laws and regulations;Second,implement diversified tax incentives and subsidies;Third,the establishment of a multi-channel and wide area of low-carbon technology innovation fund input mechanism;Fourthly,promote the highly integrated deve lopment of the industry-university-research institutions of enterprises and colleges and universities;Fifth,strengthen the supervision and assessment work in the field of low-carbon technology innovation;Sixth,promulgation of effective promotion of low-carbon life leading publicity policies.This article from the perspective of public policy,the thorough analysis and research the current problem of low carbon technology innovat ion policy support,capital of Hunan province has good innovative topic Angl e,research methods integrated degree is higher,at the same time,this study has important theoretical and practical research significance and value.
