Pension Reform Of Public Sector:Route,Dilemma And Outlet

Due to the different institution design,double-track system of pension led to the lack of institutional equity.This has also brought about some efficiency problems.In order to avoid the fair and efficient defects of the fragmented pension system,public pension institution should be integrated into enterprise pension institution to realize the ‘layered integration' of basic pension.The so-called ‘layered integration' means that the fundamental pension implements the ‘universal integration' at the national level,push forward the big pool plan,the individual pension account is managed by the local government under the premise of institutional integration to realize the ‘de-identification' of the basic pension.The relevant data simulations show that large capital pool in ‘layered integration' can realize the positive redistribution of income.Considering the fairness,the author holds that the basic pension ‘layered integration' should be the route of pension reform of public sector.With realization of ‘layered integration',systems are connected,the efficiency of system will be improved.The ‘layered integration' represents the basic pension system which realizes institutional integration,structural stratification,and PAYG system.The reform now is far from this goal,it is just a form of integration.Based on the implementation conditions of ‘layered integration' and the ‘anti-fragmentation' practice of existing policies,this paper finds out the current obstacles to ‘layered integration',analyze the causes of dilemmas through the data,put forward the outlet of pension reform of public sector.Only by breaking these dilemmas can we achieve ‘layered integration' of the basic pensions,can we avoid fragmentation under the source of the system,and give full play to the role of pension redistribution,promote social equity,improve the efficiency and sustainability of the system.
