With the rapid development of social economy and the progress of medical technology,the life expectancy of our country is increasing year by year,and the problem of aging population is becoming mor e and more prominent.The problem of providing for the aged has also become a social speech which has been discussed emphatically.Pension,as the most important old-age insurance treatment in the soc ial security system,directly affects the quality of life of retirees.For a long time before the reform of the old-age insurance system was launched in January 2015,our country has been under the "t wo-track system" of the endowment insurance system,and after retirement,the retirement payment of the personnel of the organs and institutions is entirely borne by the government,that is to say,Mo re than 7 million civil servants and most of them in our country Industry unit personnel do not need to pay pension insurance fund,in retirement can enjoy state-provided pension services.In order to fully reflect the fairness of society,in January 2015,the State Council issued the"Decision of the State Council on the Reform of the Pension Insurance system for staff in organs and institutions"(Guofa(2015)No.2).This reform requires the personnel of institutions and institutions to pay the endowment insurance fund according to the principle of "pay more,pay more long-term,pay more" in accordance with the principle of "pay more,pay more long-term",that is to say,to realize the comprehensive integration of the old-age insurance system.However,when the pension system is carried out in grass-roots institutions and institutions,it faces many difficulties and even is opposed by individual interest groups.In this paper,through two different angles Through the analysis of the results of the questionnaire survey,the author has an in-depth understanding of the reasons for the obstacles in the implementation of the system,and according to the "elderly" and "middle people" of the institutions and institutions in the system,Some unfair factors in the reform of the system are deeply analyzed by the staff of "newcomers"and non-government institutions.Through the research,it is found that although the pension integration system has greatly improved the social equity,the intergenerational injustice as a legacy of history is still severe,and the pension insurance integration policy cannot completely solve this problem in a short period of time.The intergenerational inequity still needs to perfect the system to solve;In addition,pensions and With the smooth implementation of the track policy,a guarantee policy is put forward,that is,the policy of delaying retirement.After the implementation of the policy,it may cause pressure on the employment of young people in the short term and become a factor of social opposition.In view of the above problems,the paper puts forward to take the complete legal system as the guarantee of the reform of the old-age insurance system,and make reasonable use of the supplementary pension policy to narrow the unreasonable gap of the old-age treatment.In order to perfect the reform of the old-age insurance system of our country from the angle of social equity,we should set up a series of corresponding countermeasures and suggestions,such as flexible retirement system and so on.
