The Research On The Effect Of Agricultural Support Policies On The Export Pricing Of Agricultural Goods In China

Compared with foreign countries,China's agricultural support policy presents the characteristics of "high openness and low protection".At the same time,China also faces the dilemma of high export price of agricultural products and the coexistence of trade deficit.In this background,some scholars worry,in the case of China agricultural product international competitiveness is low,increase agricultural domestic support is likely to stimulate agricultural enterprises export prices,domestic supporting input will be transferred abroad by unreasonable proportion consumers,not only against policy,trade friction will lead to more and more sharp.In addition,the current international trade protectionism,the western developed countries even use exchange rate adjustment as the main tool of currency war,which in turn undermines the possibility of international free trade and the coordinated development of the world economy.In this context,the export pricing effect and its mechanism of agricultural support policy in China cannot be ignored,and the adjustment effect of exchange rate fluctuation on product export pricing cannot be ignored.For this reason,this article in the agricultural product international pricing model should be brought into the exchange rate is not completely transfer effect,see it as a control variable,in order to more accurately identify agricultural support policy role in the agricultural product export pricing and its mechanism.The export price effect of the agricultural domestic support policy is divided into direct and indirect effect based on the frame of the exchange rate incompletely transmission,and then using export and price of agricultural products which China export to the United States,Japan and South Korea,Malysia and Thailand form 2006 to 2015 with four digits agricultural products classification,the paper construct a panel data model in order to empirical test the direct price effect and indirect effect of export agricultural products of China agricultural domestic support policy,and its national differences.Results show that the difference of export price effect mainly caused by the relative differences of competitiveness in bilateral agricultural products trade;For higher competitiveness of agricultural products,either directly or indirectly export price effect is positive;For medium competitiveness of agricultural products,the direct export price effect is negative,the indirect effect is positive;For the low competitiveness of agricultural products,the direct export price effect is positive,but the indirect effect is negative.Overall,China's agricultural domestic support has effectively promoted "the quality before the market" in the agricultural exports.In the future,We should reallocate the "blue box,green box and yellow box" policies within the WTO framework focused on differences of competitiveness of agricultural products,in order to enhance the international competitiveness of agricultural products and reduce the proportion of domestic support which is transferred to foreign consumers as welfare as far as possible.
