As the focus of human resource management,performance management has been well developed in enterprises after years of research and practice since the concept of performance management was put forward.In recent years,public institutions have also introduced the concept of performance management,which has become an important part of public institutions to improve the efficiency of personnel management.In 2017,the development of statistics has entered a new stage,with both opportunities and challenges facing statistical work.Based on the new historical starting point and the new mission entrusted by the new era,the statistical department must improve the working efficiency of the statistical system and serve the national development better.It is of far-reaching significance to build a modern statistical investigation system and improve the efficiency of the statistical department in the performance management of the economic investigation teams of the local statistical bureau.This article selects Economic Investigation Team of NC County in Jiangxi Province as the research object,using literature method,historical method and qualitative method with quantitative method of combining the system analysis and research,in order to improve the practicability of the research conclusion.This paper first describes the concept and content of performance and performance management,and introduces five aspects of performance management.Secondly,the goal management method,key performance index method,balanced scorecard method and 360-degree assessment method are described.All these have laid a theoretical foundation for the construction of the performance management system of Economic Investigation Team of NC County in Jiangxi Province.Thirdly,this paper analyzes and studies the basic situation and performance management of Economic Investigation Team of NC County in Jiangxi Province.This paper points out the existing problems in unit performance management,and analyzes the reasons for the problems from the five aspects of performance management.Then,from the performance management process analysis and the existing main problems in the analysis of the causes,the design of performance management scheme,determine the five basic principles of design.For the construction of the performance management system of Economic Investigation Team of NC County in Jiangxi Province,this paper designs the five links of performance management.First,in terms of performance plan and the construction of index system,this article embarks from the economic investigation team goal,under the condition of the responsibility of the mission and strategic objectives,formulated the performance plan.It is particularly worth pointing out that in the construction of the index system,this paper applies the balanced scorecard method and the key performance index method to design the key performance indicator system based on the balanced scorecard.In the dimension of index,according to the actual situation,four dimensions of balanced scorecard made appropriate correction,from the level of service object,finance,business,internal process,learning and growing five aspects made detailed planning for the overall strategic target.Apply this index system,from the strategic target of institution factors key to the success of the team,and then respectively designed social statistics division,.According to the characteristics of different departments,we design the first,second and third level indexes.Secondly,in terms of the process control of performance formation,it is proposed to conduct continuous performance communication,implement positive performance guidance,and submit work report regularly.Thirdly,in the aspect of performance appraisal and evaluation,the 360-degree assessment method is introduced to arrange the superior departments,service objects,leading bodies,colleagues and myself as the subject of performance assessment.Determine the assessment and management cycle,establish a performance assessment team,and determine the assessment procedures and assessment methods.Fourth,in terms of performance feedback and performance interview,different feedback methods are proposed for different behaviors.The performance feedback interview includes four steps: preparation stage,interview stage,goal setting and summary stage.Fifth,in the application of performance appraisal results,the assessment results provide the basis for the rewards and punishments of all cadres,help the leaders to adjust the positions of employees and help them plan their career.At the end of the article,this paper puts forward performance management improvement program should pay attention to the problems in the process of implementation.It also puts forward the supporting measures of the performance management improvement program,emphasizes the performance management work,strengthens the training of the unit staff and establishes the performance management error correction mechanism.
